REQUEST FOR CURRICULUM VITAE FOR A CONSULTANT FOR THE DEVELOPMENT OF THE SECOND NATIONAL HEALTH SECTOR STRATEGIC PLANFOR SWAZILAND
BACKGROUND INFORMATION
The Government of Swaziland (GOS) has emphasized health as a priority on the national agenda. The 2008 National Health Sector Strategic Plan (NHSSP) identifies critical areas in the health sector that require support, and aims to improve poor healthoutcomes and inefficiencies. A new Health, HIV/AIDS and TB project isproposed to support the Government in its commitment to improve the health status of the Swazi population. The World Bank and the European Union (EU) are jointly financing the project with the Government.
The objectives of the Health, HIV/AIDS and TB project are to (i) Strengthen the capacity of the Health Sector, (ii) improve access to and quality of health services in Swaziland with a particular focus on primary health care, maternal health and TB, and (iii) increase social safety net access for orphans and vulnerable children (OVC) through a cash transfer pilot.
Accordingly, the MOH has decided to hire a consultant for the development of the second National Health Sector Strategic plan for Swaziland Health Sector
The MOH now invites interested, qualified candidates to indicate their interest in providing technical support and services under this consultancy. The duration of this Consultancy is 75 days over a period of 6 months. Selection shall be on the basis of examination and comparison of the qualifications of the individual candidates asevidenced by their CVs. The selected individual shall be requested tosubmit a costed offer to undertake the work
OBJECTIVES
The main objective of the consultancy is the development of a five-year National Health Sector Strategic Plan with the following attributes:
i) Depicts an articulated compelling and vital vision of the future for the health sector that creates optimism, energy, and inspiration to all stakeholders.
ii) Defines and clearly identifies the main purposes for the envisioned development of the health sector, providing focus and direction to guide and align the health sector in its operations and planning processes.
iii) Reflects a robust and meaningful engagement and representation of stakeholders in the health sector.
iv) Ensures that the desired outcomes are achievable and measurable so that we know if we are achieving our goalswhen the plan is in place.
v) Should be transparent, clearly articulated, communicated and easily understood.
DESCRIPTION OF SERVICES
The role of the Consultant is to perform a series of functions with thefollowing characteristics:
I. Work in the preparation of the new Health Sector Strategic Plan together with the chairs of the thematic groups.
II. Transfer knowledge, skills and practices in strategic planning, programming and budgeting to the Health Planning Unit Team
III. Interact with the different Thematic Groups within the Health Sector. These include Ministry of Health and other Government Institutions as well as other relevant stakeholders
IV. Provide leadershipto the Five Thematic Groups created within the health sector, relatedto the preparation of the new Health Sector Strategic Plan
REQUIRED QUALIFICATIONS AND EXPERIENCE:
(i) A professional from the social or medical sciences area with a Master's degree in Public Health, Development Economics,Health Economics, Public Administration or the equivalent.
(ii) At least ten (10) years work experience in development planning or policy development in the health sector in developing countrieswith not less than three (3) successful experiences over the last seven (7) years.
(iii) Experience in development planning or policy development in the health sector in Sub-Saharan Africa will be an advantage.
(iv) Experience in Costing of Health Interventions and Strategic Plans.
(v) Excellent analytical and writing skills.
(vi) Excellent communication and facilitation skills.
(vii) Fluency in spoken English.
(viii) Good Information Technology (IT) skills for word processing and data analysis.
