  • Background: The Gambia’s Ministry of Higher Education, Research, Science, and Technology (MoHERST), under the Resilience, Inclusion, Skills, and Equity (RISE) Project, is establishing two TVET Centres of Excellence (CoEs) in Agribusiness and Fisheries. The Strategic Improvement Plan (SIP) developed under the auspices of MoHERST emphasises demand-driven, competency-based training aligned with labour market needs. To ensure relevance, a Program must include curricula grounded in local industry demands, prior labour market surveys and international best practices.

A demand-driven curriculum is being developed by a firm for the two TVET CoEs. The plan is for a Twining University to review, enrich, and deploy the curriculum.

  • Objectives To equip a cohort of Gambian lecturers with master-level technical, pedagogical, and industry-ready skills, and to provide institutional advisory support on Agribusiness and Fisheries. The aim is to equip students (instructors) with the required competencies to operationalise the upcoming TVET CoEs in Agriculture and Fisheries in the Gambia.

2.1 Specific Objectives:

The specific objectives are to:

  • Delivertwo full-time MSc programmes for fourteen (14) students in Fisheries and Agribusiness-related fields: The specific programmes includes,
  • Fisheries Master’s Programmes:
  • MSc Technology of Conservation of Fisheries Products (2 students)
  • MSc Aquatic Animal Health & Ecosystem Management (2 students)
  • MSc in Fisheries and related fields (2 students) Agribusiness Master’s Programmes:
  • MSc Irrigation Engineering (1 student)
  • MSc Animal Husbandry or MSc Animal Science (2 students)
  • MSc Crop Science (1 student)
  • MSc Seed Breeding (2 students)
  • MSc Soil and Water Management and related fields (2 students)
  • Embed/standalone pedagogy, Competency Based Training (CBT) modules, and advanced technical content as part of the programme.
  • Provide advisory services on curriculum and facilitate the implementation of the Strategic Improvement Plan, and identify the required equipment and specifications
  • Facilitate industry internships or attachments for students to enhance practical skills. For example, arrange 3-month industry internships in commercial farms.
  • Support the integration of trained instructors into the TVET CoEs. Program Duration:

Submission of Expressions of Interest:

The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Resilience Inclusive Skills and Equity Project (RISE), now invites eligible Universities to indicate their interest in providing the Services. Interested Universities should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

1Institutional EligibilityThe institution shall be a recognized and accredited higher education institution, duly authorized to award Master’s degrees in relevant disciplines, including agribusiness, fisheries, agriculture, or closely related fields. The institution must demonstrate a minimum of ten (10) years of proven experience in delivering postgraduate (Master’s level or higher) programmes in these areas.Such experience shall be substantiated with references, including accreditation certificates, legal authorization to award degrees, and documentation of relevant postgraduate programmes delivered over the specified period.
2Technical CapacityDemonstrated capacity to deliver accredited postgraduate training programmes in relevant fields, including proven experience in Competency-Based Training (CBT)/TVET pedagogy, supported by adequate academic infrastructure such as laboratories, research facilities, and training farms necessary for practical and applied learning.
3Faculty Expertise/Key PersonnelThe institution shall demonstrate the availability of qualified academic staff and key personnel with the requisite expertise to deliver the assignment. This includes academic staff holding not less than PhD or higher postgraduate qualifications in fields related to agribusiness, fisheries, aquaculture, or closely related disciplines, with proven experience in supervising Master’s students and conducting applied research.
4Industry Linkages and Internship PlanDemonstrated experience over the last five (5) years in establishing and operationalizing industry linkages and structured internship programmes in agribusiness and/or fisheries, evidenced by formal partnerships (MoUs/agreements), a well-defined internship framework (minimum 3 months with supervision and assessment), access to modern technologies and facilities, and a proven track record of placing postgraduate students in relevant industry attachments.
5Institutional Advisory Experience in the last five (5) yearsDemonstrated experience over the last five (5) years in providing institutional advisory services in TVET systems, including curriculum development (CBT-aligned), Strategic Improvement Plan (SIP) or equivalent implementation, and strengthening of TVET institutions or Centres of Excellence, supported by verifiable outputs and references.
6Safeguards and ComplianceDemonstrated institutional compliance with environmental, social, and ethical standards, including the World Bank Environmental and Social Framework (ESF), policies for preventing sexual harassment, exploitation, and abuse, and adherence to ethical academic and professional standards.The attention of interested Universities is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A University will be selected in accordance with Quality Based Selection (QBS) method set out in the Consultant Guidelines.
