  • Background

The Government of the Republic of South Sudan (GRSS) has received a grant from the World Bank towards the implementation of the proposed South Sudan Health Sector Transformation Project (HSTP). The HSTP aims to strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a basic package of health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.

The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc.

The Ministry intends to apply part of the proceeds of the grants towards procurement of Field Operations Officer to support Project Management Unit (PMU) oversight project implementation.

  • Scope of services
  • Be the focal person of the HSTP field operations team in the 10 states and administrative areas. In this regard she/he will be supporting the PMU and SMOHs in tracking performance of Management Organizations and implementing partners and ensure that the project is making progress on key project indicators and achieving set targets in the project’s results framework.
  • Effectively lead the field operations team and manage the performance and conduct of the staff members to deliver results.
  • Monitor and track project implementation activities/processes and performance of the Management Organizations, the implementing partners, including civil works undertaken by the contractors for climate adaptation health facilities minor rehabilitations to identify critical intervention points and prepare remedial measures to support MOs and IPs in achieving the set targets.
  • Assess overall security situation, document security events, prepare and implement measures to ensure safety and security of project staff including MO and Implementing Partners personnel and assets.
  • Ensure that aggregated coverage information from the counties are available, analyzed and the results are being used by the SMoHs and CHDs officials in decisions making.
  • Regularly analyze MOs progress reports and identify gaps in coverage of the health services and provide feedback to all levels.
  • Communicate MoH and donors’ rules and regulations to implementing partners and follow up and support implementation of SMoH policies and strategies during field visits.
  • Assist the Director General for State Ministry of Health (DG SMoH) in coordinating implementation of HSTP activities with other relevant SMOH departments and share information on the project implementation with all stakeholders.
  • Assist and provide support to DG SMoH to regular conduct monthly coordination meetings in the SMoH and follow up on the action points to ensure that meetings’ recommendations are being implemented.
  • Conduct technical round tables for Implementing Partners and provide regular and effective feedback on technical reports.
  • Make sure that knowledge and experiences gained from and by partners delivering health services are reflected in revised policy and strategic project documents.
  • Coordinate delivery of Technical Assistance to Implementing Partners by other PMU, SMOH departments or relevant donors.
  • Carry out such tasks as may be requested by the Deputy Project Manager or his/her designate.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.

  • Duration:

The Field Operations Officer will be contracted for an initial period of twelve (12) months. This period is subject to extension based on satisfactory performance, availability of project funding and project needs. The position shall be based in Juba, South Sudan.

  • Qualifications and Work Experience

The individual consultant will be selected in accordance with the Open National Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria.

A. Educational Qualifications

  • Master Degree from a recognized University preferably in the fields of Medicine and Public Health or other related field or equivalent professional qualification. Professional Training in Health Planning and Management will be an added advantage.

B. Professional Experience

  • At least 5 years’ general experience in public health practice with public sector or an International NGO, or UN Agency and at least 3 years in a similar or related position
  • Sound English language capability (written and spoken) and report writing skills.
  • Excellent computer skills and demonstrated knowledge in health services monitoring and evaluation and skills in using Microsoft Words Processor.
