The Government of South Sudan has received financing from The World Bank through the Ministry of Finance & Planning (MoFP) towards the cost of implementing the Enhancing Community Resilience and Local Governance Project Phase II (ECRP II). MoFP is seeking to use a portion of the proceeds of the funds to finance a Third-Party Monitoring Agent (TPMA) to provide third party monitoring and verification of the project activities implemented under Components 1-3 of the project.
The Project Development Objective (PDO) of ECRP II is to improve access to services, strengthen flood resilience, and enhance institutional capacity for local service delivery and integrated disaster risk management at national and sub-national levels. The Project has five (5) components namely: (1) Infrastructure and Services for Community Resilience; (2) Institutional Strengthening; (3) Emergency Flood Response; (4) Project Management and Learning; and (5) Contingent Emergency Response.
The geographic scope of the project activities is spread over eighteen (18) target Counties as follows: Jonglei State (Fangak, Pibor and Twic East Counties); Upper Nile State (Fashoda, Maban, Ballet and Renk Counties); Warrap State (Gogrial West, Gogrial East and Tonj East Counties); Northern Bahr el Ghazal State (Aweil East, Aweil Central and Aweil South Counties); Unity State (Rubkona, Pairiang and Leer Counties; and Western Bahr el Ghazal State (Raja and Wau Counties).
The MoFP and Local Government Board (LGB) has contracted International Organization for Migration (IOM) to implement activities under Components 1 and 2; and activities under Component 3 will be implemented by NGOs.
A Project Management Unit (PMU) has been established under MoFP and LGB with the primary tasks of project management and overseeing the performance of IOM, NGOs for component 3; other service providers, stakeholder outreach and communications, fiduciary management, community engagement, results management, and risk management related to social and environmental safeguards.
The overall objective of this TPM Agent services is to provide third party monitoring of project implementation activities undertaken under Components 1, 2 and 3 to strengthen awareness of project risks, benefits, opportunities for correction, and conditions requiring timely intervention. The TPM Agent will also be required to provide recommendations for continuous improvement, relevance, effectiveness, impact and sustainability of activities.
In order to successfully execute the services, the Ministry of Finance and Planning intends to apply part of the proceeds of this grant to contract a Consulting Firm as a Third-Party Monitoring Agent through a competitive bidding process.
The assignment will be executed over a period of thirty-six (36) months from contract start date.

The Project Management Unit (PMU) of MoFP now invites eligible consulting firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are as follows:
- At least 5 years of general experience in third party monitoring of large development projects in the African region and /or fragile states.
- Specific experience: At least 2 reports produced with demonstrated evidence in data collection, analysis and presentation for similar assignments completed for an international or multinational organization in an insecure context.
- Working experience in the use of ICT solutions into verification such as geo-spatial analysis of project sites will be desirable.
- The technical and managerial organization of the Consultant. (Provide only the structure of the organization, general qualifications and number of key staff (Do not provide CV of staff). Key experts will not be evaluated at the shortlisting stage. Attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016 and current revised edition. (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other Consultants to enhance their qualifications. The nature of association, whether it is a joint venture and/or a sub consultancy, should clearly be stated. In case of joint venture, the Consultant leading the joint venture should be mentioned.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Interested Consultant may obtain further information at the address below during office hours from 9:00 to 16:00 hours South Sudan time on working days.
