The Government of the Kingdom of Lesotho has received financing from the World Bank toward the cost of the Lesotho Renewable Energy and Energy Access Project (LREEAP) and intends to apply part of the proceeds toward payments under the Contract for Upgrading of Substation at Tikoe Industrial Area in Maseru, from 20MVA to 40MVA.
- The Lesotho Electricity Company (Pty) Ltd now invites sealed Bids from eligible Bidders for Upgrading of Substation at Tikoe Industrial Area in Maseru, from 20MVA to 40MVA. The works comprise of: Design, supply, deliver, offloading, installation and commissioning of 2 x 20 MVA Power Transformers including: • Civil Works • Assess the current civil works infrastructure and propose rehabilitation procedure. • Decommissioning of existing 2 x 10 MVA Transformers and store them on the concrete slab. • Electrical Works • Modification of SCADA system to ensure full functionality. • Carry out all the necessary substation internal wiring or connections • Design, supply and installation of 11kV NECRT’s • Testing and Commissioning of all the newly installed equipment • Prepare As-built drawings, manuals and hand-over to LEC 3.
Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 updated November 2020 (Fourth Edition) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of LSL500.00 (Five Hundred Lesotho Loti).

Bids must be delivered to the address below on or before 23rd May, 2024 at 08H30. Electronic bidding will not be permitted. Late Bids will be rejected. Bidders are notified that there will be a pre-bid meeting on 3rd May, 2024 at 09H00 to be held at the below shown address. A site visit to the Project site shall be convened on the same day; 3rd May, 2024 at 11H30 at the Tikoe Substation in the Tikoe Industrial Area, Maseru. 7.
All Bids must be accompanied by a Bid-Securing Declaration using the form provided in the bidding document. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
