Senior Environmental Expert

LIBERIA ELECTRICITY CORPORATION LIBERIA ELECTRICITY SECTOR STRENGTHENING AND ACCESS PROJECT PHASE 2 (LESSAP 2) REQUEST FOR EXPRESSIONS OF INTEREST (REOI) Assignment Title: Hiring of a Senior Environmental Expert under the Liberia Electricity Sector Strengthening and Access Project (LESSAP 2). Project ID. P180498 Reference No.: LR-LEC-493514-CS-INDV Publication Date: July 23, 2025 The Government of Liberia has received financing from the World Bank towards the cost of the Liberia Electricity Sector Strengthening and Access Project Phase 2 (LESSAP- 2) and intends to apply part of the proceeds for hiring of a Senior Environmental Expert under the LESSAP Projects. Under the World Bank investment, LESSAP-2, the Project Management Unit (PIU) is supporting the development of the Solar IPP projects, two 100 MWp solar PV plant with battery storage in two sites of approximately 100-150 hectares each and the right of way, namely Buchanan and Yekepa (together the Projects). The LESSAP-2 PIU is looking for a Senior Environmental Specialist who will be in charge of pre-screening for both sites and work very closely with the PIU, the Liberia Land Authority and the Technical Committee. The Senior Environmental Specialist will work very closely with a Senior Social Expert. The Consultant will provide technical support to LESSAP 1 & 2 PIU at LEC. The technical support will be to review reports and provide strategic guidance to the PIU Environmental specialist. Main Responsibilities/Role Description The Specialist will conduct E&S screening of the proposed sites with their right of way in accordance with the guidance provided below. In carrying out its work, the Specialist will: • Consider views and concerns of key stakeholders, including relevant authorities, local NGOs, and representatives of affected communities. Before interacting with any stakeholder, the Specialist will coordinate with, and get consent from, the Client especially in relation to what information to disclose. • Clearly state all methods, assumptions, and used data sources and present collected data and results of analyses in maps reporting the locations of salient Projects features. Collected data, list of sources and relevant pictures from site visits should be included in the report or its annexes. This should include a list of names, organizational affiliation, contact details and meeting dates for all stakeholders interviewed or consulted. • Refer to: • Projects’ relevant E&S laws, regulations and policies of Liberia • World Bank ESF • World Bank Group Environmental, Health and Safety General Guidelines (“WBG EHS General Guidelines”) • WBG EHS Guidelines for Electric Power Transmission and Distribution • Relevant international treaties to which the Project country is a signatory • Good International Industry Practices • Handbook for Preparing a Resettlement Action Plan, if needed • Good Practice Handbook on Cumulative Impact Assessment and Management. • Relevant LESSAP 2 Project E&S instruments, including the Stakeholder Engagement Plan • WB good practice note on SEA/SH in large infrastructure projects. To note that, for biodiversity aspects, the Specialist is expected to provide a clear statement, supported by necessary analysis and maps, on the: • current extent of Modified and/or Natural habitat (as per ESS6 of the ESF), especially of the zones within the Project's area that are selected for clearing and development; and • presence or absence of biodiversity values, their location, status and condition, and as far as possible, information on areas of habitat, key resources, and critical areas that support the values. This should include occurrence or likely occurrence of Critical Habitat values, if any (as per ESS6). The screening process will include: • Desktop review: Review existing literature to familiarize oneself with the most prominent E&S issues of the broader area where the sites are located. Where available, literature review will cover (i) existing environmental studies, scientific literature or any other type of pre-existing assessments available for the project area and/or adjacent areas; (ii) national or regional plans (e.g., Strategic Environmental Assessments, development strategies); (iii) existing programs or initiatives in the area and its surroundings relevant to E&S issues (e.g. local NGO projects). This review will be led by the Environmental Specialist and will be reviewed by the Social Specialist. • Key informant interviews: Interview stakeholders with relevant experiences or knowledge of the region's biodiversity matters to fill gaps/confirm the results of the screening. • Site visit: Conduct a walkover/site reconnaissance (1-2 days) of the sites to provide initial confirmation of desktop results and collect additional information, for example through interviews with stakeholders involved in the day to day management of the area of interest in order to collate any historical or currently undocumented information. At least one visit per site will be undertaken, unless the desktop review (validated by knowledge of local Specialists) already indicates that the site presents a fatal flaw (e.g., the site is confirmed to be located in a legally protected /internationally recognized biodiversity area that qualifies as Critical Habitat per ESS6). The screening will cover the sites and the ancillary/associated infrastructures (connection to the grid and road access), will be based on the mitigation hierarchy and will follow the criteria indicated below. • Avoidance of overlap or impacts to legally protected areas and internationally recognized sites • Avoidance of overlap or impacts to areas meeting criteria for Critical Habitats (i.e., habitats of significant importance to highly threatened species, endemic/restricted range species, globally significant concentrations of migratory/congregatory species, highly threatened/unique ecosystems, key evolutionary processes). • Avoidance /minimization of overlap or impacts to areas considered Natural Habitats and encourage overlap or impacts to areas considered Modified Habitats (Note: some Modified Habitats may also contain essential biodiversity values). • The screening should report distance from legally protected areas, internationally recognized sites, and areas meeting criteria for Critical Habitat • Other environmental aspects to consider: (i) Distance from groundwater (wells) recharge areas and surface water bodies; and (ii) Identification of high risks linked to water supply and/or water-stressed areas. The Specialist will present its conclusions, data sources (including the list of key informants interviewed), and key E&S aspects of each site in a screening report. The consultant will also provide technical support to LESSAP 1 & 2 PIU at the LEC. The technical support will be to review reports and provide strategic guidance to the environmental specialist. Regional Emergency Solar Power Intervention Project

REPUBLIC OF LIBERIA REGIONAL EMERGENCY SOLAR POWER INTERVENTION PROJECT SECTOR: ENERGY GENERAL PROCUREMENT NOTICE Credit No.: IDA72640 Project ID No.: 179267 The Government of the Republic of Liberia has received financing in the amount of US$ 96 million equivalent from the World Bank toward the cost of the Regional Emergency Solar Power Intervention Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: RESPITE funds the expansion of the Mt. Coffee Hydropower Plant (MCHPP) from 88 MW to 128 MW. MCHPP is a hydroelectric plant with 4x 22MW Francis turbines on the Saint Paul River in Liberia. The extension will utilize the two additional water intakes (currently plugged with concrete) that were added to the plant during the first power station upgrade in the 1970s and expand the existing plant by adding new 4x 10MW Z type vertical axis Kaplan turbine-generator units, with water conveyed through the bifurcation of two new penstocks from the intake to feed the units. The existing dam and intake structure will not be altered. The physical execution of MCHPP Extension is expected to be via two (2) contracts: (i) Civil works – extending the existing powerhouse, and (ii) combined EM and HM works – new turbines, generators, transformers, and ancillary systems, associated penstocks, gates, and related hydraulic components, tailored to the market and to be awarded in accordance with the World Bank Procurement Regulations. LEC retains an international panel of experts to advise on MCHPP Extension design and procurement packages, ensuring technical soundness and value for money. In this context, the LEC is undertaking Early Market Engagement (EME) to engage with prospective contractors and suppliers before a formal procurement process. The EME will help inform key design, contractual, and strategic choices by (i) gauging market interest and capacity among qualified contractors and suppliers, and obtaining feedback from suppliers on packaging, scoping preference, etc., and (ii) validating the most competitive and feasible procurement packaging structure for the extension, based on market responsiveness. It will also provide prospective suppliers and contractors with information on the project needs and requirements and procurement procedures to be followed. The first “informal” outreach to prospective suppliers and contractors will be at the Africa 2025 Hydropower Conference in Ghana (8-10 July 2025). In addition, interested suppliers and contractors will be invited to attend a Teams presentation of the project on 25th July, which will be the start of the EME process. Suppliers and contractors will also be able to undertake formal site visits to MCHPPP from 25th July and during the bidding process, upon request, at their own cost. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, as revised in November 2017, August 2018, November 2020, and September 2023) and is open to all eligible firms as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no-objection. Liberia Electricity Corporation Project: Liberia Electricity Sector Strengthening and Access Project REQUEST FOR EXPRESSIONS OF INTEREST (REOI) (CONSULTING SERVICES – INDIVIDUAL CONSULTANTS SELECTION METHOD) Assignment Title: Consulting Services for the Supervision Engineer for the Contract on Engineering, Procurement, Equipment Delivery, Assembly, and Commissioning of Unit 1 Generator Rewinding at Mount Coffee Hydropower Station for the Liberia Electricity Corporation (LEC) under the Liberia Electricity Sector Strengthening and Access Project (LESSAP) Reference No.: LR-LEC-486261-CS-INDV The Government of Liberia has received financing from the World Bank towards the cost of the Liberia Electricity Sector Strengthening and Access Project and intends to apply part of the proceeds for Consultancy Services for Supervision Engineer under the Liberia Electricity Sector Strengthening and Access Project (LESSAP). The LEC is seeking the services of a qualified Supervision Engineer who will be responsible for facilitating the project’s compliance by ensure that the repair works are executed in accordance with technical specifications, safety standards, and the project timeline. The Scope of Work (SOW) for the Unit 1 repair includes, but is not limited to, the complete restoration of the damaged Unit 1 generator at the Mount Coffee Hydropower Station. The generator suffered a stator winding turn-to-turn failure, beginning at Coil Number 221, on January 20, 2021. The repair work will involve the full replacement of the generator coils with new ones, along with the design, manufacturing, and supply of new stator coils and other necessary components. The scope also includes dismantling the generator, rewinding, reassembling, and testing, as well as installing an inter-turn protection system and recommissioning the entire Generating Unit 1. Additionally, testing of available spare materials and parts at the Mount Coffee Hydropower Station may be required if necessary. The assignment is expected to last approximately 10 to 12 months, starting in May 2025, depending on the complexity of the repair and the contractor's schedule. The critical period for the repair begins with the disassembly of the unit, which is expected to start in the fifth month after the contract becomes effective or earlier and continues through testing and commissioning. The Supervision Engineer is required to be on-site full-time during key phases, including disassembly, rewinding, reassembly, and commissioning. The Supervision Engineer will be responsible for overseeing the entire repair process as outlined in the SOW, ensuring that the contractor, Sino Hydro Corporation, fully executes the work as required. More specifically, the Supervision Engineer will be responsible for the following tasks: • Supervising the disassembly of Generator Unit 1 at the Mount Coffee Hydropower Station by the designated contractor. • Planning and coordinating work procedures in collaboration with LEC while ensuring adherence to safety measures during the disassembly process. • Monitoring the manufacturing progress and process at the contractor’s plants and participating in Factory Acceptance Testing (FAT) as applicable, in coordination with LEC. • Providing technical supervision, monitoring, and coordination of the installation of the new stator winding and the reassembly of Generation Unit 1, including all associated auxiliary equipment, in collaboration with LEC. • Recommending refurbishment or replacement of any disassembled or disconnected auxiliary components as necessary. • Overseeing field testing and commissioning of all reinstalled equipment. • Ensuring proper documentation and record-keeping of test reports throughout the entire installation and testing process. LIBERIA ELECTRICITY CORPORATION Project: - Liberia Electricity Sector Strengthening and Access Project-Phase Two REQUEST FOR EXPRESSIONS OF INTEREST Consultancy Services for a Transaction Advisor to Support the Government of Liberia in Developing and Implementing a Solar PV and Battery Energy Storage System (BESS) Park Auction Project ID No.: P180498 Reference No.: LR-LEC-472113-CS-QCBS Closing Date: February 28, 2025, Background The Government of Liberia (GoL) has received grant financing from the World Bank-ESMAP to finance technical assistance services as part of the Liberia Electricity Sector Strengthening and Access Project (LESSAP) Phase 2 and intends to apply part of the proceeds of this financing for payments under the contract for the Consultancy Services for a Transaction Advisor to Support the Government of Liberia in Developing and Implementing a utility scale grid connected Solar PV (Solar) and Battery Energy Storage System (BESS) Park Auction. Objective of the Assignment The GoL plans to conduct a Solar and BESS auction. It aims to hire a consortium of consultants (the Consultant) to provide support to the Government of Liberia (the Client) in the development and successful implementation of a procurement process for up to 70 MWp of Solar PV plant and 20 MW/60MWh of BESS (sizing of the PV and BESS will be finalized before the transaction advisors are selected) in two sites, namely [Buchanan and Yekepa] (together the Projects) (exact sites will be finalized before the transaction advisors are selected). The Transaction Advisory mandate includes preparing the package needed for the GoL to successfully launch and implement the procurement of qualified private sector solar developers and achieve financial close of the Projects. The Transaction Advisory support shall cover four main areas: • Technical and environmental and social (E&S) advisory: support the Client to (i) define the technical and E&S criteria of the Request for Qualification (RFQ), (ii) draft the minimum technical specifications of the Request for Proposal (RFP) based on the conclusions of the preliminary studies developed for [Buchanan and Yekepa] sites, the VRE integration analysis (ongoing), and the BESS/PV analysis for specific sizing – the Consultant shall assume that it will have to produce additional work using these as inputs but assuming that further technical work will be needed to finalize the Projects’ Technical Specifications, (iii) draft the minimum E&S specifications of the RFP based on the conclusions of the E&S assessments for the sites, and develop minimum requirements that are aligned with the GoL national regulations and the WB E&S framework (ESF), (iv) draft the minimum requirements for the pre-qualifications stage (v) evaluate technical proposals from IPPs, (vi) provide technical inputs to Project Documents (e.g. matrix of technical risks), (vii) support the negotiations with the Preferred Bidders on the technical side, and (viii) more generally address technical questions/comments up to financial close of the Projects. • Legal advisory: support the Client to (i) draft the RFP and Project Agreements, (ii) evaluate compliance with proposal submitted by Bidders, (iii) provide legal inputs throughout the bidding process, (iv) provide legal inputs to Project Documents (e.g. risk matrix, market practice), (v) support the negotiations with the Preferred Bidders on the legal side, and (v) more generally address legal questions/comments up to financial close of the Projects; • Financial and Market advisory: support the Client to (i) lead and coordinate the bidding process as a whole, (ii) manage the discussions with potential lenders (multilateral development banks (MDBs) but also regional banks), (iii) advise on bankability matters, (iv) lead the discussion with the potential insurers and guarantors and structure suitable risk mitigation instruments for identified risks that needs to be covered by such instruments (and such based on market sounding with project developers or Independent Power Producers (IPPs)); (v) lead and run financial modeling to establish a bankable commercially viable project and inform the decision-making process, (iv) evaluate the bids from a financial/global perspective, (vi) support the negotiations with the Preferred Bidders on the financial/global technical side, and (vii) more generally address financial/cross-cutting questions/comments up to financial close of the RE projects. • Capacity building: knowledge and expertise transfer to the Technical Committee Member (including LEC, Ministry of Energy, Ministry of Finance, etc.) on developing solar PV with BESS projects. This fourth area will be transversal to the three areas listed above to increase GoL's capacity to launch bankable and sustainable tenders. Scope of Services Liberia intends to implement its first utility-scale solar PV project financed and operated by an Independent Power Producer (IPP). Financing solar investments by IPP is a model for future solar project development. Therefore, when performing the following scope of work, the transaction advisor shall provide its services in a manner favorable to replication by the GoL for other projects. The Consultant is expected to develop the legal, technical, commercial, and financial mechanisms for solar PV with the BESS tender in Liberia to select one or more IPPs to finance, build, and operate the plants. The GoL will ensure that the Consultant have access to relevant documents for the auction development as they become available. The scope of work is divided into two Phases, preparation of the documentation and legal agreements, and development of the government support mechanisms (Phase 1) and launch of the tender until Financial Close (Phase 2). It is expected that during Phase 2 some small changes in the documentation/risk allocation may happen based on feedback from the pre-qualified bidders.
