Construction is the single largest category of public procurement across Africa, covering roads and bridges, public buildings, social housing, hospitals, schools and urban infrastructure. Most opportunities are issued as works contracts by ministries of public works and infrastructure, road agencies, municipalities and state-owned enterprises, often under open competitive bidding or restricted tendering. Donor-funded programmes from the World Bank, the African Development Bank (AfDB) and the Agence Française de Développement (AFD) shape a large share of the pipeline, especially in West and East Africa.
