Consultancy Services for Financial Audit of Infrastructure Projects financed by the World Bank. Financial Audit for Fiscal Years 2025 – 2027

The Government of Mozambique (GoM) has received from the World Bank fund for Cyclone Idai and Kenneth Emergency Recovery and Resilience Project (P171040); Southern Africa Trade and Connectivity Project (P164847); Sustainable Energy and Broadband Access in Rural Areas Project (P175295); Transport Corridors for Economic Resilience Project – TRACER SOP2 (P510427) and; Maputo Urban Transformation Project (P171449) and intends to apply part of the resources in consulting services for Financial Audit of Infrastructure Projects financed by the World Bank. The requested consultancy services relate to the Financial Audit for Fiscal Years 2025 – 2027 and will be separate on five contracts: (i) Cyclone Idai and Kenneth Emergency Recovery and Resilience Project (P171040); (ii) Southern Africa Trade and Connectivity Project (P164847); (iii) Sustainable Energy and Broadband Access in Rural Areas Project (P175295); (iv) Transport Corridors for Economic Resilience Project – TRACER SOP2 (P510427) and: (v) Maputo Urban Transformation Project (P171449).

Águas de Moçambique, IP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Core business area in Financial Audit consulting services with a minimum of 10 years of experience;
  • The auditor must hold a valid professional license (e.g., OCAM in Mozambique or an international equivalent) and demonstrate relevant experience in auditing donor-funded projects;
  • At least 2 assignments of external financial audits for large-scale investment projects (preferably in infrastructure) completed in the last 5 years, with a significant audited annual disbursement value;
  • Proven experience in audits following International Standards on Auditing (ISA) and the financial reporting requirements of the World Bank or other international financial institutions;
  • 3 (three) years of working experience in developing countries, with a particular focus on sub-Saharan Africa. Key Experts will not be evaluated at the shortlisting stage."

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023, establishing World Bank policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected according to the method “QCBS” – Selection Based on Cost Quality established in the Procurement Regulation.
