REQUEST FOR EXPRESSION OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)
Assignment Title: TECHNICAL ASSISTANCE TO CONDUCT BIOMED EQUIPMENT ASSESSMENT AND PRODUCE A BIOMEDICAL EQUIPMENT STRATEGY PLAN.

1.0 Project Background
The Government of the Kingdom of Eswatini through the Ministry of Health (MOH) has received financing from the World Bank to implement the Health System Strengthening for Human Capital Development (HSSHCD) Project that focuses on strengthening the health system including procurement and ramping up investments in reproductive, maternal, neonatal, child and adolescent health services as well as nutrition and non-communicable diseases to address critical human capital challenges, including stunting and child and adult mortality, applying a life course approach.
2.0 Background to the Assignment
The Biomedical Engineering Unit is responsible for the management and maintenance of medical and non-medical equipment and physical infrastructure maintenance/ rehabilitation of health facilities and is part of the HSS4HCDP project.
The Biomedical Engineering Unit is responsible for the following:
- To provide a comprehensive management and maintenance service for medical / clinical equipment systems within the national health system.
- To provide advice on the safe and effective use of medical devices to consultants, nursing staff, patients and caregivers.
To advise and provide technical recommendations on equipment needs, specifications, trials, evaluation (related to functionality, cost effectiveness, efficiency etc) and purchase specifications based upon clinical needs for a wide variety of devices from simple blood pressure devices to complicated patient monitoring systems, life support and diagnostic medical devices.
- Objective of the consultancy
The objective of the consultancy firm is to provide a comprehensive technical assessment of the biomedical engineering unit to improve its capacity, productivity and overall performance with the goal to reduce equipment down time and increase effective health service coverage in Eswatini and enhance efficiency in the services provided. In particular, the consultant will prepare the strategic plan in accordance to the current industry standards, propose efficient equipment maintenance management system across all levels, and recommend a suitable training strategy.
The MoH now invites eligible consulting firms (‘’Consultants’’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- The consultant should be a firm with experience in biomedical advisory services and biomedical equipment maintenance.
- The consultancy firm should be registered or incorporated in, and employing individuals and personnel who are nationals of, World Bank member countries subject to their eligibility as stipulated in the “World Bank Procurement Regulations for IPF Bank Borrowers, July 2016 revised November 2017 and August 2018”.
- The Consultant shall ensure adequate staffing resources are available to complete the work and shall not engage in any assignment that may place them in the position of not being able to carry out the specific services described in these TORs.
- The Consultant bidding for the assignment should have the necessary key staff required to carry out the services and have the financial and technical resources required to undertake the assignment.
- The Consultant should be able to demonstrate at least eight (8) years of experience in providing similar services and of at least three (3) similar assignments successfully performed in the last five (5) years.
The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018 setting forth the World Bank’s Policy on Conflict of Interest.
A Consultant will be selected in accordance with the Selection Based on Consultant Qualifications (CQS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018. Interested Consultants may obtain further information and/or Terms of Reference in writing at the address below during office hours i.e. 08:00 – 16:45 hrs.
