HEALTH SYSTEMS STRENGTHENING FOR HUMAN CAPITAL DEVELOPMENT PROJECT JOB -ADVERTISEMENT REQUEST FOR EXPRESSIONS OF INTEREST Title of Assignment: CONSULTANT TO REVIEW THE BABY FRIENDLY HOSPITAL INITIATIVE (BFHI) GUIDELINES AND TRAINING PACKAGE Reference Number: SZ-MOH-301013-CS-INDV 1.0 Project Background The Government of the Kingdom of Eswatini through the Ministry of Health (MoH) entered into a loan agreement with the World Bank effective 10 December 2021, to implement a project to improve the coverage and quality of key reproductive, maternal, neonatal, child and adolescent health (RMNCAH), nutrition and non-communicable disease (NCD) services (hypertension and diabetes) in Eswatini.

The project titled “Health System Strengthening for Human Capital Development (HSSHCD) Project” is a 5-year project under the MoH that focuses on strengthening the health system and ramping up investments in RMNCAH, nutrition, and NCD services to address critical human capital challenges, including stunting and child and adult mortality, applying a life course approach. The project has four components namely: Component 1: Improve health service delivery to increase the coverage and quality of health services to build human capital; Component 2.

Increase community demand for RMNCAH, nutrition and NCD services; Component 3. Strengthen the MOH’s stewardship capacity to manage essential health and nutrition services and project activities and Component 4: Contingent Emergency Response. 2.

Objective of the Assignment The MOH is looking for a qualified and experienced individual who can on the behalf of the government (a) review and update the BFHI guidelines, (b) develop an implementation plan to operationalise BFHI across all the 16 health facilities, (c) develop an implementation plan, and (d) prepare a training strategy and a training package for health care workers, mainly nurses and doctors. • Qualifications and Experience • At least a Master’s degree in Nutrition, Public Health or related fields; • Minimum 5 years of (post master’s) professional experience in health and nutrition working on IYCF program preferably in the Southern Africa region; • Experience in development of BFHI guidelines/strategy and training tools for health workers; • Good understanding of the National Health Systems of Eswatini is preferred; • Good written, communication and presentation skills in English; and • Knowledge of SiSwati is preferred • Reporting: The consultant will work closely with Nutrition Programme and report to the Project Coordinator through the Nutrition Programme. • Duration of Service The assignment will for 40 days spread over three (3) months between September to November 2022.; with travel to the regions and facilities as needed APPLICATIONS: Submit a detailed copy of updated curriculum vitae (duties inclusive), references and scanned copies of notarized academic or professional certifications.
