Consultant Recruitment for Review and Development of Nursing Strategic Plan 2013-2018 — Health HIV/AIDS and TB Project Swaziland

REQUEST FOR CURRICULUM VITAE FOR A CONSULTANT TO REVIEW AND DEVELOP THE NURSING STRATEGIC PLAN FOR 2013 TO 2018 UNDER THE HEALTH, HIV/AIDS AND TB PROJECT Background Information The Governmentof Swaziland has received financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of a five-year Health HIV/AIDS and TB Project in the amount of US$20 Million equivalent. This project will be jointly financed by the European Union in the amount of Euro 14.5 million. The project has three components: the first two, (i) strengthening the capacity of the health sector and (ii) facility-level support to improve access, quality and efficiency of services will be implemented by the Ministry of Health (MOH) and the third, (iii) strengthening of the orphans and vulnerable children safety net will be implemented by the DPM's Office.

The Health, HIV/AIDS and TB Project, has made provision for the review and updating of the Swaziland Nursing Strategic Plan for 2013 to 2018 with a view to identify core policy related nursing activities to facilitate the improvements of Nursing Services in Swaziland. The Nursing services are a vital resource for achieving health and development goals.Nurses constitute the backbone of the health systems in any country and are in fore front in any point of service delivery. They manage clinics at primary health care level and provide significant support at all levels in the Health Sector.

The MOH now invites interested, qualified candidates to indicate their interest in providing technical support and services under this consultancy. The duration of this Consultancy is thirty (30) days. Selection shall be on the basis of examination and comparison of the qualifications of the individual candidates asevidenced by their CVs.

The selected individual shall be requested tosubmit a costed offer to undertake the work. Description of Services • Using the Logic framework, the expert Consultant will review and update the Swaziland Nursing Strategic Plan 2008-2013, and will prepare the new National Nursing Strategic plan 2013-2018. · The Expert consultant will prepare an implementation plan for the review the national Health Policy document and the National Nursing Strategic Plan, which will include expected results, critical and support activities and specific actions proper indicators and proposed dates for the accomplishment of the activities Responsibilities • Consultant will prepare an inception report containing: an assessment of the current situation of the 2008-2013 Strategic plan and its results to date as well as the comments and suggestion of the interviewed partners and officials. • Consultant will prepare a Logic Framework for the new nationalStrategic Nursing Plan according to current situations and challenges, with expected results, activities description and actions required, as well as proper indicators and time frame (chronogram). • Consultant will prepare a presentation of the assessment of the status of the current 2008-2013 plan. · Consultant will prepare and submit a final report containing the proposed new (or updated) National Strategic Plan 2013-2018, and will present final resultsto the national authorities and significant stake holders Required Qualification and Experience: • University Degree level professional from the health area (preferably a Registered nurse or equivalent) with significant orientation to Public Health practice, Health Policies design and implementation. • Master's degreein Nursing Sciences or Public Health. • Demonstrated knowledge and experience ( at least three successful experiences) in National Strategic Plans development • Proven managerial (institutional and projects) expertise in the areas of Nursing sciences specifically in Maternal Child health, Midwifery and HIV/AIDs PMTCT prevention. • Proven experience in training activities with Nursing Institutions. • Team work and team leading experience.
