Background
The Gambia Public Procurement Authority (GPPA) is the Government Regulatory body charged with the regulatory functions of the national public procurement system and has the responsibility of continually enhancing the public procurement system of the Gambia.
The new Public Procurement Act has been enacted by National Assembly and includes provisions to develop standard bidding documents for public procurement and other activities aimed to gradually put the current country procurement system in line with the international best practices.
The main objective of the Gambia Fiscal Management Development Project is to increase the effectiveness, efficiency, and transparency of the public procurement system in The Gambia. The project will support activities aimed at increasing transparency of the public procurement and minimization of corruption risks in procurement, which forms part of the priority objectives of National Development Plan of The Gambia, geared towards helping the country to fight against corruption and strengthening accountability mechanisms.
Scope of Services:
- The Gambia Public Procurement Authority is recruiting an individual consultant with expertise with strong knowledge of public procurement. The Consultant will conduct a thorough review of the organization's current procurement processes, policies, and procedures.
- Analyse relevant laws, regulations, and international best practices related to procurement and incorporate them into the manual.
- Develop a structured and user-friendly Procurement Manual that covers the entire procurement lifecycle, from planning and sourcing to contract management and supplier performance evaluation.
- Clearly define roles, responsibilities, and accountabilities of staff involved in the procurement process.
- Incorporate templates, forms, and examples where necessary to help users implement the outlined procedures.
- Ensure that the manual reflects the organization's values, sustainability goals, and commitment to ethical procurement practices.
- Provide a draft version of the Procurement Manual for review and feedback.
- Revise the manual based on feedback received from the organization's stakeholders.
- Deliver the final version of the Procurement Manual in both print-ready and electronic formats
Specific Qualifications and Selection Criteria:
General Competencies
- Procurement Principles - Has in-depth knowledge of public procurement principles, regulations, systems, and approaches to international procurement with proven ability to independently provide professionally researched analyses of complex procurement issues and problems.
- Regional Procurement Policies - Has the ability to provide high quality, pragmatic advice on the application of procurement policies and procedures related to the design and implementation of local procurement initiatives.
- Procurement Transactions - Has in-depth understanding of procurement process and planning, including experience with resolving complex procurement issues, procurement manuals, evaluation reports and contracts.
- Possesses good IT skills. Specific qualifications selection criteria:
- Proven Experience: A minimum of 10 years of working experience in public procurement and preferably 5 years of working experience with the World Bank or European Union or African Development Bank.
- Demonstrated expertise in developing procurement manuals for at least three (3) similar organizations or projects within the last five (5) years.
- Procurement Knowledge: a. In-depth understanding of public procurement principles, processes, and international best practices. Familiarity with relevant legal and regulatory frameworks governing public or private sector procurement (Attached CV’s and relevant certificate).
- Analytical and Writing Skills: Excellent analytical skills, exceptional writing skills to develop clear, concise, and comprehensive procurement manual content. Fluent communication in English.
- Education and Certification: A master's degree or equivalent area in procurement, supply chain management, business administration, law, or a related field. Professional certifications in procurement or contracts management (e.g., MCIPS, CPCM, CPPB) will be an added advantage.
- Regional Experience: Having carried out similar assignments within Africa. Submission of Expressions of Interest:
The Gambia Fiscal Management Development Project now invites eligible individual consultants to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants (IC) selection method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h30 on Friday.
