Procurement Method: Consultant Qualification Selection (CQS) Reference No. (as per Procurement Plan): GM-CPCU-286100-CS- The Government of the Gambia through the Ministry of Agriculture has received financing from the World Bank toward the cost of the Gambia Inclusive and Resilient Agriculture Value Chain Development Project (GIRAV), and intends to apply part of the proceeds for consulting services. The consulting services include to Support Producer Organizations, Cooperatives, Women and Youth Groups, and SMEs for Business Plan preparation, Capacity Building, Mapping for Private Sector Investing in Agribusiness Value Chains and Potential Investors, and Matching Grant Implementation. Email:laye20002001@yahoo.com/molpha.sanyang@gmail.com The Central Project Coordination Unit – Ministry of Agriculture now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. For the shortlisting criteria see the detailed TOR in section 8 of the evaluation criteria Which is stated below..I. Technical Approach The technical approach will be evaluated based upon its feasibility, coherence, clarity and likelihood of increasing commercialization of marketable surplus by beneficiaries in the project area. The technical approach will be evaluated with respect to how well the Consultant understands the condition of producers and other beneficiaries with respect to the priority value chains, the key actors and issues. It will also be evaluated on the quality and detail of its plan for engaging stakeholders, by what means, and through which activities. Given the scale of the technical assistance solicited, Consultants are encouraged to incorporate local organizations and service providers to the extent possible in consortium with the Consultant. II. Staffing Plan and Quality of Experts Proposed The individuals proposed for Key Personnel positions will be evaluated based on their qualifications and on their combination of skills, experience and knowledge that will ensure the successful attainment of results as described in the TOR. References for the proposed candidates will be checked as part of the REOI evaluation process. III. Past References of Consultant Organization The Consultant’s past performance information and references will be evaluated in accordance with the elements below: • Quality of product or service, including consistency in meeting goals and targets with respect to projects of a similar size, scope and technical content;
• Cost control, including forecasting costs as well as accuracy in financial reporting;
• Timeliness of performance, including adherence to contract schedules and other time-sensitive project conditions, and effectiveness of management to make prompt decisions and ensure efficient completion of tasks. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November, 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) set out in the Procurement Regulations.
