CONSULTANCY SERVICES FOR SECURITY SPECIALIST

REFERENCE NO: SS-MICT&PS-374582-CS-CQS

  • The Government of the Republic of South Sudan has received financing from the World Bank toward the cost of the Eastern Africa Regional Digital Integration Project (EA-RDIP), and intends to apply part of the proceeds for consulting services.
  • The consulting services (“the Services”) include being responsible for leading the overall project security risk compliances under the National and World Bank Framework (ESF) guidelines. The Security Risk Specialist will be responsible for the implementation and supervision of all aspects related to security safeguards, implementation of security risk management instruments including Security Risk Assessment and Management Plan (SRAMP). She/he will monitor the implementing partners’ teams to ensure that all social safeguard commitments are incorporated into the project activities and work processes. Under the overall supervision of the Project Coordinator, the Security Specialist will provide Security risk leadership, advisory and oversight for the project at the PIU level and will be required to perform the following duties and responsibilities.

  • The Ministry of Information, Communication Technology and Postal Services (MICT&PS) now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
  • A minimum of BSc or equivalent in Security and Risk Management (such as ASIS CPP, ISMI and CSMP). Master’s degree in Security studies or a related field from a recognized University is an added advantage;
  • At least 7 years of experience in the field of humanitarian or corporate security in fragile, conflict and violence affected countries;
  • Previous work and/or experience in security risk compliances with the World Bank, UN Agencies, NGOs or related organization under a similar arrangement;
  • Proven experience in conducting security risk assessments and developing and implementing security management plans, preferably for critical national infrastructure projects;
  • Good communication, analytical and writing skills;
  • Ability to identify implementation issues and operational challenges, and provide recommendations to remedy these issues to accelerate project delivery;
  • Adequate understanding of human rights-based approach to development, gender equality, security risks, environmental sustainability, results-based management;
  • Related work experience of carrying out similar assignment, in project participating countries, South Sudan would be an asset; and
  • Excellent proficiency in English is required.
  • The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016 and last revised September 2023 (Fifth Edition) which can be found at the following website: www.worldbank.org/procurement.
  • The initial duration of the consultancy services is twenty (24) months, and can be extended for further duration subject to satisfactory performance and availability of funds.
  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  • A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method set out in the Procurement Regulations.
