  • Background: The Government of South Sudan has received financing from The World Bank through the Ministry of Gender, Child and Social Welfare (MGCSW) toward the cost of Women’s Social and Economic Empowerment Project.

The Project Development Objective (PDO) is increase girls and women’s access to livelihood, entrepreneurial and GBV services and to strengthen the government's capacity to provide these services. The Project has four (4) components namely: (i) Community Empowerment Support to Women and Girls (ii) Women’s Entrepreneurial Opportunity Facility (iii) Services for Survivors of GBV; and (iv) Institutional Strengthening and Project Management.

The Ministry of Gender, Child and Social Welfare in partnership with the World Bank have agreed to contract the United Nations Entity for Gender Equality and the Empowerment of Women (UNWOMEN) to lead in the implementation of Components 1, 2, 3 and subcomponent 4a of the project.

A Project Management Unit (PMU) shall be established within the MGSCW for SSWEEP with the primary task of project management and overseeing the performance of UNWOMEN under the output agreement and other service providers, stakeholder outreach and communications, fiduciary and procurement management, Monitoring and Evaluation (M&E), community engagement, and risk management related to social and environmental safeguards, fiduciary oversight as well as maintaining infrastructure quality and standards.

The Ministry of Gender, Child and Social Welfare intends to apply part of the proceeds of the grant to fund the position of a Procurement Specialist to support implementation and monitoring progress of the SSWEEP by providing Professional input on Procurement aspects of the Project. The Procurement Specialist will oversee procurement of goods, services, and civil works in accordance with the World Bank procedures and guidelines. He/she will be based in the Project Implementation Unit.

  • Scope of Services and Responsibilities: The scope of services for the position includes but not limited to the following duties and responsibilities:

Provide procurement management support to the Project Management Unit. The Procurement Specialist will be responsible for the preparation, review, adjust (where applicable) and monitoring the implementation of procurement plan.

The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.

  • Selection Criteria: Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting will include:

(i) Bachelor’s degree in Procurement and Logistics/ Business Administration/ Economics/Commerce/ Engineering/ Law; (ii) Professional procurement qualification such as CIPS and membership to a professional procurement body will be added advantage; (iii) At least eight (5) years’ general experience in Public and Private Procurement with at least 3 years managing procurement in projects funded by Multilateral organizations such as the World Bank and other Development Banks; (iv) Knowledge of World Bank or Multilateral Development Bank procurement rule, policies and guidelines; (v) experience in handling high value contracts, works, goods and services that require International competitive bidding under World Bank rules for at least one consecutive year; (vii) A high level of interpersonal and management skills and ability to work with teams in the organization at all levels; (viii) Computer knowledge and skills in MS Word, MS excel and internet/email is a mandatory requirement; (ix) Proven integrity and confidentiality in handling public resources; and (x) fluency in written and oral English.

The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills, concepts, knowledge and principles listed in the TOR.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

  • Duration: Duration of the assignment is 24 months, renewable based on satisfactory performance and availability of funds.
  • The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest
  • A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
  • The MGCSW now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested Consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request from the e-mail address given below)
