1.0 BACKGROUND

The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of GBV Officer.

2.0 OBJECTIVE OF THE ASSIGNMENT

To support the ministry and SSEC in all gender-based violence (GBV) prevention and Response related activities in Juba including capacity building, outreach, awareness-raising activities to community members, Schools and partners

3.0 BRIEF SCOPE OF THE ASSIGNMENT

  • Develop appropriate-specific GBV/services information materials and activities to different group identified i.e. NGOs partner, Community Leaders, Women’s Group, community in general with consideration of minority group existing in the settlement
  • Ensure messages are appropriate for the community and tested before dissemination.
  • Development of daily and weekly outreach plan based on GBV incident trends and needs of women and girls.
  • Conducting house to house visits, group discussion sessions or information dissemination session in the community to promote available GBV services to women and girls, immediate health-related consequences, GBV basic guiding principle to prevent stigmatization and re-traumatization to access GBV services.
  • Mobilize community members to create a protective environment for women and girls and promote their safety and dignity and mitigating risk.
  • Contribute to a positive team spirit among all staff at MoED and SSEC
  • Ensure that ethical and GBV data collection and information management systems (GBVIMS) are in place and harmonized advocacy.

The Government of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

4.0 QUALIFICATIONS AND EXPERIENCE

The consultant should have the following minimum qualifications:

Qualifications

  • • • Degree/ diploma in Social Work and Social Administration or another related field.

Experience

  • • Counselling and training experience with a reputable organization, including years of experience counselling survivors of abuse or violence.
  • Clear understanding of gender inequality, and issues surrounding violence against women and girls.
  • Ability to lead, train, supervise, facilitate and motivate other GBV focal person at MoED and SSEC in their respective tasks in a professional, respectful and supportive manner.
  • Ability to communicate in English and write clear and concise reports in English.
  • Must be a computer literate, including Microsoft Word and Excel.

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018 and November, 2020, setting forth the World Bank’s policy on conflict of interest. Please refer to paragraph 3.17 of the Procurement Regulations on conflict of interest related to this assignment which is available on the Bank’s website athttp://projects-beta.worldbank.org/en/projects-operations/products-and-services/brief/procurement-new-framework.

A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:

The assignment shall be for a period of initial two (2) Year and renewable subject to availability of funds and satisfactory performance
