Background
The South Sudan Health Sector Transformation Project (HSTP) will strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a package of basic health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.
The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc. The PMU is expected to procure Specialists who will work alongside National staff recruited by the Ministry of Health (MoH) to support the PMU smooth implementation of the Project.
It is also the responsibility of the PMU to ensure that all project activities are consistent with the project documents (such as the project appraisal document, legal documents and other subsequent documents and agreements. Furthermore, the PMU must maintain continuous oversight of all project activities in order to: i) identify and resolve issues early before they become problems; and ii) identify and catalyze opportunities for improving project impacts and outcomes as the project unfolds and the on the ground realities change.
The Ministry of Health intends to apply part of the proceeds of the grants towards recruitment of a Gender Based Violence Specialist to support the project management functions in the Project Management Unit (PMU) established under the MoH.
Scope of the Assignment and Key Responsibilities
Under the Supervision of the Project Director, the GBV Specialist will ensure that considerations related to GBV/SEA/SH risk management are considered in the implementation of all the activities of the Building Skills for Human Capital Development project. The GBV Specialist will further ensure quality implementation of all GBV/SEA/SH action plan to be implemented across components under the project.
The specific tasks of the GBV Specialist within the project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc. The PMU is expected to hire Specialists who will work alongside National staff recruited by the Ministry of Health (MoH) to support the PMU smooth implementation of the Project.
The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.
Selection Criteria and Qualifications Requirements
- Master’s degree in social development, Social Policy, Sociology, Development Economics, sustainable development or other related field, from a recognized Institution of Higher Learning.
- At least eight years of overall professional experience;
- At least five years of the minimum 8 years of experience in implementing GBV prevention and response activities in development programs/Projects is required;
- Experience in conducting awareness campaigns on women's rights, gender equality, GBV, and / or reproductive health considered an asset;
- Excellent knowledge of the guiding and ethical principles that govern work with survivors of GBV and good practices in the implementation of activities to prevent and address GBV;
- Good experience in data collection and analysis on GBV;
- Good knowledge of the World Bank's environmental and social Risk Management standards;
- Experience working in conflict or post-conflict contexts is an added advantage
- Good knowledge of relevant legislation/legal frameworks in South Sudan in the area of GBV;
- Strong planning and coordination skills,
- Strong interpersonal and communication skills, including the ability to work in a multicultural environment
- Sound ability to communicate practical knowledge on actions to address Protection and GBV issues at the operational level
- Demonstrated analytical, writing and reporting skills
- Excellent command in both written and spoken English,
- Knowledge on the World Bank Gender and Social Framework (GSF)
- Knowledge of an additional language (Arabic) would be an asset; and
- Solid computer skills and a good command of IT tools (word processing, spreadsheets, Internet and Intranet, etc.).
The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills, concepts, knowledge and principles listed in the TOR.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.
Duration and Assignment Location:
Duration of the assignment is 12 months, renewable based on satisfactory performance and availability of funds.
The assignment is located within the PMU of the Ministry Health of South Sudan. The expert is expected to travel to the project regions for the proper execution of the mandate.
The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
The MOH now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested Consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request from the e-mail address given below).
