The World Bank (WB) - International Development Association and The Republic of The Gambia has agreed on the preparation of The Gambia State-Owned Restructuring Project. The Directorate of Public Private Partnerships (DPPP) anchored within the Ministry of Finance and Economic Affairs (MoFEA) is the lead implementing agency of the project.
The Project Development Objective is to strengthen government oversight and fiscal risk management of selected SOEs.
The proposed project design combines three key critical and interrelated elements: (a) EEPs against which grant proceeds can be disbursed; (b) a set of disbursement conditions that provide a performance framework to advance the reform agenda and contribute to the development objectives supported by the operation; and (c) a technical assistance component to support the achievement of the agreed results.
To manage implementation of the above Project, DPPP has set up a Project Management unit (PMU) with staff fully dedicated to the day to day management of the project. One of the main project implementation activities of the PMU is managing procurement of works, goods, and consultant’s services. It is planned that PMU will have a fiduciary staff including a financial controller and a procurement specialist.
The objectives of the Consultant’s services are to support the PMU in implementing procurement activities outlined in the Project and Financing Agreements and Procurement Plan.
The assignment duration is envisaged to be two (2) years starting from the contract agreement but renewed yearly. The performance of the Procurement Specialist shall be assessed after the first 6 months.

Ministry of Finance and Economic Affairs (MoFEA) now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant’s Letter of Expression of Interest, CV, and financial proposal shall be submitted to the address below.
Required qualifications:
(i) Master’s degree in Procurement, Business Administration, or equivalent Certification in procurement from a recognized institution (e.g. CIPS) is preferred.
(ii) At least 5 years of working experience in public procurement
(iii) Strong proven experience in managing international competitive bidding/selection of consultants, evaluation of bids/proposals, contract negotiations is a must.
(iv)Thorough knowledge of WB Procurement Framework could be an advantage
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [or insert date of applicable Procurement Regulations edition as per the legal agreement] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.
