Assignment Title: Consulting service of the completion of Environmental and Social Impact Assessment (EISA) assessments of groundwater - Merti Aquifer.

The Intergovernmental Authority on Development (IGAD) has received financing in the amount of US$ 2.7 Million equivalent from the World Bank toward the cost of the Horn of Africa- Groundwater Initiative Project (HOA-GWI), and intends to apply part of the proceeds to payments for consulting services.
The consulting services (“the Services”) include Study of Environmental and Social Impact Assessment (ESIA) study to independently evaluate its environmental and social aspects to complement the knowledge, the overall objective of the study is to carry out a full Environmental and Social Assessment (ESIA), including an Environmental and Social Management Plan (ESMP) for the Project. Furthermore, to identify potential environmental and social impacts and to ensure that those impacts are avoided where possible. Where unavoidable, impacts must be examined fully and addressed so that the development work is based on sound environmental protection management and monitoring criteria. It is estimated that the work will commence as of June 2021 and will take a total of 3 months.

The Intergovernmental Authority on Development (IGAD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The firm should submit the following documents with the Expression of interest:
- The Firm Demonstrate past experience in conducting ESIAs for Groundwater projects for the last ten (10) years.
- The team will be led by a Senior Environmental Specialist with a clear strategic understanding of project objectives from a regional and multipurpose perspective. The areas of expertise required include: environmental and social impact assessment, biology, hydrogeology, hydrology, and public consultation.
- The Consultant may optimize their personnel to demonstrate the competences required for the assignment. The personnel of the Consultant should have a wide practical experience in the areas mentioned. In particular the Consultant expected to bring on-board as an experienced Sociologist/Anthropologist and who is well familiar with any of the aquifer area.
- Minimum of two (2) similar assignments supported with documents demonstrating the firm’s experience in groundwater resources assessment, development and management project in the last five years including in the HOA region.
- Organizational chart indicating management structure and team membership.
- Availability of appropriate skills among key experts (No need to provide CVs). Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment: as per paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
