  • The Government of the Republic of South Sudan (GoRSS) through theMinistry of Finance and Economic Planning (MoFEP) and the Local Government Board (LGB) has received a grant for Project Preparation Advance towards preparation and implementation of the Local Governance and ServiceDelivery (LGSD) Project. The LGSD Project will be financed by International Development Association as well as a number of bilateral donors including Denmark, Netherlands, Norway and Sweden. The MoFEP intends to apply part of the proceeds for the payment for the services of the Senior Procurement Specialist.
  • The Project objective is to improve local governance and service delivery in participating counties in South Sudan and it will compriseof four components: (i) block grants to counties for Payam Development; (ii) community engagement; (iii) institutional strengthening; and (iv) Project Management Support.
  • Responsibilities: The Consultant shall work in the Project Management Unit of the project and s/he will have the following key responsibilities among others: manage all the procurement processes assignedto PMU, advice and ensure that all the procurement activities are compliant with the Operation Manual and World Bank Procurement Guidelines; provide guidance to local government officials in the use of PFM Manual with respect to procurement; andall other tasks detailed in the Terms of Reference (TOR) that will beprovided upon submission of application (in person or by E-mail).
  • Duration: The assignment will be for a period of twelve (12) months with a possibility of extension subjectto satisfactory performance.
  • Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: An advanced degree with a major in relevant discipline (e.g. Engineering, Law, Procurement, Finance, Businessand Commerce.); a minimum of 8 years of relevant experience inmanagement and implementing of procurement in private or public sector; minimum of 5 years of experience in implementing procurement actions according to international organizations guidelines such as the World Bank, African Development Bank etc. for procurement of goods, works and services; Excellent computer skills for Micosoft Office tools; Fluency in English; experience in similar working environment like that of South Sudan is desirable.
  • TheMinistry of Finance and Economic Planning now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnishthe Curriculum Vitae (CV) in the prescribed form thatwill be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
  • The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest.
  • A Consultant will be selected in accordance with the procedures set out inthe World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 - Selection of Individual Consultant.
