Assignment Title: conducting 2 Schematic and Development Design studies for the establishment of Agro Logistic Centres (ALCs) in Farafeni and Wasu

The Government of the Gambia through the Ministry of Agriculture has received financing from the World Bank toward the cost of the Gambia Inclusive and Resilient Agriculture Value Chain Development Project (GIRAV). and intends to apply part of the proceeds for consulting services.

The consulting services include Conducting Feasibility, Schematic and Development Design of 2 Agro Logistics Centers

This assignment will consist of to carry out a full technical feasibility assessment and a design of the two (2) Agro logistic Centers (ALCs) for each of the location (Farafeni and Wasu) in order to assess the pertinent risks and determine projects viability

The detailed Terms of Reference (TOR) for the assignment is attached to the express of interest for your information.

The Central Project Coordination Unit – Ministry of Agriculture now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. For the shortlisting criteria see are as follows with bullet point E in the attached TOR:

  • The Consultant should be an experienced Consultancy Firm well established with at least 10 years of relevant and applicable technical, operational and managerial experience in marketing infrastructure and agri-logistic design to promote value chain development and agri-business sector
  • At least 3 similar contracts achieved during the last 5 years in feasibility study, schematic and development design of agri-food facilities - logistics facilities - fresh fruits and vegetables agrologistics projects
  • Experience in working in the Western Africa Region would be considered an asset
  • Preference is expressed for consortiums associating qualified Gambian Consultancy firm that has a minimum of 5 years’ experience in agriculture and agri business development. The local consultancy firm selected should not have any commercial interests towards the future ALCs.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 1st, 2016, revised in November 2017, August 2018 and January 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost based Selection (QCBS) set out in the Procurement Regulations.
