Background:

There has been a steady increase in public service institutions in The Gambia over the years, driven by the pursuit of more effective governance through decentralization and development management. However, the proliferation of public sector organizations such as ministries, state enterprises, state agencies and diplomatic missions has given rise to the paradoxical performance of the public service as it created room for their deviation in mandates between policy-formulation and implementation. This deviation can be seen in the state enterprises and agencies executing policy formulation roles which hitherto has been the core functions of ministries, and thus, has usurped the mandate of those ministries in formulating public policies.

Objectives

The primary objective of the horizontal functional review is to identify overlaps, gaps, and duplications in organizational mandates and functions with a view to making government operations more efficient and effective.

SCOPE AND TASKS TO BE UNDERTAKEN

The assessment will enable the government to understand the extent of overlaps, gaps, and duplications across government institutions. Therefore, the assessment will involve an examination of both the de jure and de facto mandates and operational functions of all Ministries, Departments and Agencies.

CONTRACT DURATION

The review exercise will span for a period of 4 months from the date of the award of the contract.

CONSULTING FIRM REQUIREMENTS

The firm shall have a proven track record and experience in Public Sector Management and organizational development.

Firm Qualifications-The firm should have the following minimum requirements:

• At least ten (10) years of experience in both Public Sector Management and Organizational Development
• Proof of at least three (3) similar successful projects conducted across various public sectors
• At least ten (10) years of experience in institutional restructuring in the public service
• Proven understanding of public service operations in West African Anglophone countries, employing similar public sector models. Submission Requirements:

The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Fiscal Management Development Project, now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultant firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h30 on Friday.
