  • The Ministry of Agriculture and Food Security (MAFS) has received financing from the World Bank toward the cost of the Productive Safety Net for Socio-economic Opportunities Project and intends to apply part of the proceeds toward payments under the contract for Hiring a Financial Service Provider. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  • The Ministry of Agriculture and Food Security (MAFS) now invites sealed Bids from eligible Bidders for a Financial Service Provider to the Ministry of Agriculture and Food Security (MAFS) for a period of 3 years as detailed below:

The Works comprising of:

a). Preparing a detailed project implementation plan, including security and risk assessments:

b). Delivering cash transfer payment to selected SNSOP beneficiaries in 15 project locations:

  • Establishing payment locations:
  • Beneficiary verification
  • Payment delivery
  • Payment Reconciliation b). Implementing mobile money payment for project beneficiaries in Juna on a pilot basis

d). Submitting period reports:

  • Bidding will be conducted through the International Competitive Bidding procedures using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” (July 2016, revised November 2017 and November 2020) and is open to all eligible bidders as defined in the Procurement Regulations.
  • Interested eligible Bidders may obtain further information from Ministry of Agriculture and Food Security (MAFS), Luka Edward Kiwanuka; [email protected] and inspect the bidding document during office hours from 8:00 AM to 5:00 PM South Sudan Local Time at the address given below.
  • The bidding documents in English may be purchased by interested bidders at a non-refundable fee of United States Dollars On hundred ($100) or equivalent in South Sudanese Pounds prior to submission date. The method of payment will be by Bank transfer. The details of the bank will be provided upon received of application letter. The document will be sent by electronic email.

The meeting will also be available via video conferencing. A link will be shared with all registered bidders prior to the date of the meeting. Bidders who wish to attend the pre-bidding meeting virtually using an online platform shall register and submit their official email addresses at least one (1) day prior to the date of the meeting to [email protected]

  • Bids must be delivered to the address below on or before 26th July 2023, at 2:00 PM and MUST sign on an authentic MAFS bid delivery book. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 26th July 2023, at 2:00 PM
  • All Bids must be accompanied by a Bid-Securing Declaration.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
