- The Ministry of Agriculture and Food Security (MAFS) has received financing from the World Bank toward the cost of the Productive Safety Net for Socio-economic Opportunities Project and intends to apply part of the proceeds toward payments under the contract for hiring an implementing partner for Provision of Economic Opportunities. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
- The Ministry of Agriculture and Food Security (MAFS) now invites sealed Bids from eligible Bidders for provision of economic opportunities to the Ministry of Agriculture and Food Security (MAFS) for a period of 2 years as provided in the brief below:

Bidding will be conducted through the International Competitive Bidding procedures using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” (July 2016, revised November 2017, and November 2020) and is open to all eligible bidders as defined in the Procurement Regulations.4. Interested eligible Bidders may obtain further information from Ministry of Agriculture and Food Security (MAFS), Luka Edward Kiwanuka; [email protected] and inspect the bidding document during office hours from 8:00 AM to 5:00 PM South Sudan Local Time at the address given below.5. The bidding documents in English may be purchased by interested bidders at a non-refundable fee of United States Dollars On hundred ($100) or equivalent in South Sudanese Pounds prior to submission date. The method of payment will be by Bank transfer. The details of the bank will be provided upon received of application letter. The document will be sent by electronic email.6. Bids must be delivered to the address below on or before 2nd February 2024 at 2:00 PM and MUST sign on an authentic MAFS bid delivery book. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 2nd February 2024 at 2:00 PM. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.7.
