Request for Bids Non-Consulting Services NON-CONSULTANCY SERVICES FOR PROVIDING ECONOMIC OPPORTUNITIES Employer: Ministry of Agriculture and Food Security (MAFS) Project: Productive Safety Net for Socio-economic Opportunities Project (SNSOP) Contract title: Provision of (i)Business, livelihoods, and soft skills training, (ii)Coaching and Mentorship, (iii) Livelihood gran, (iv)support the Formation of savings/lending groups or rotating funds, (v)Facilitation of access to financial services and formation of cooperatives;( the Economic Opportunities) in three counties, South Sudan.

The services to be provided in three (3) Lots. Country: South Sudan Loan No. /Credit No. / Grant No.: E-063-SS RFB No: SS-MAFS-381710-NC-RFB Issued on: 21st December 2023. 1. The Ministry of Agriculture and Food Security (MAFS) has received financing from the World Bank toward the cost of the Productive Safety Net for Socio-economic Opportunities Project and intends to apply part of the proceeds toward payments under the contract for hiring an implementing partner for Provision of Economic Opportunities.

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 2. The Ministry of Agriculture and Food Security (MAFS) now invites sealed Bids from eligible Bidders for provision of economic opportunities to the Ministry of Agriculture and Food Security (MAFS) for a period of 2 years as provided in the brief below: • The Bidders are invited to tender for the following 3 lots: | Lot No: | Description of Lots | Location /Counties | Lot 1 | Implementation of an economic opportunities program that include: • Module 1: Business, livelihoods, and soft skills training. • Module 2: Coaching and Mentorship. • Module 3: Livelihood grant. • Module 4: Formation of savings/lending groups or rotating funds. • Module 5: Facilitation of access to financial services and formation of cooperatives. | Juba County | Lot 2 | Implementation of an economic opportunities program in a refugee-hosting county in areas of • Module 1: Business, livelihoods, and soft skills training. • Module 2: Coaching and Mentorship. • Module 3: Livelihood grant. • Module 4: Formation of savings/lending groups or rotating funds. • Module 5: Facilitation of access to financial services and formation of cooperatives. | Maban or Pariyang | Lot 3 | Implementation of an economic opportunities program in one other county • Module 1: Business, livelihoods, and soft skills training. • Module 2: Coaching and Mentorship. • Module 3: Livelihood grant. • Module 4: Formation of savings/lending groups or rotating funds. • Module 5: Facilitation of access to financial services and formation of cooperatives. | County yet to be identified.

Note: Bidder may bid for one (1) lot or more lots and bids shall be evaluated lot wise as provided in the Bidding document. 4. Bidding will be conducted through the International Competitive Bidding procedures using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” (July 2016, revised November 2017, and November 2020) and is open to all eligible bidders as defined in the Procurement Regulations.

• The bidding documents in English may be purchased by interested bidders at a non-refundable fee of United States Dollars On hundred ($100) or equivalent in South Sudanese Pounds prior to submission date. The method of payment will be by Bank transfer.

The details of the bank will be provided upon received of application letter. The document will be sent by electronic email. 6. Bids must be delivered to the address below on or before 2nd February 2024 at 2:00 PM and MUST sign on an authentic MAFS bid delivery book.

Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 2nd February 2024 at 2:00 PM.

All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 7. All Bids must be accompanied by a Bid-Securing Declaration.
