The Government of Somaliland has received financing from the World Bank toward the cost of Somali Electricity Sector Recovery Project, and intends to apply part of the proceeds toward payments under the Contract Design, supply, installation, testing and commissioning of hybrid/off-grid solar photovoltaic plants with battery energy storage systems for 21 Health Facilities in Sahil, Sanaag and Togdheer Regions of Somaliland with 2 years of Operations and Maintenance (O&M) Services. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2. The Ministry of Energy and Minerals, Somaliland now invites sealed Bids from eligible Bidders Design, supply, installation, testing and commissioning of hybrid/off-grid solar photovoltaic plants with battery energy storage systems for 21 Health Facilities in Sahil, Sanaag and Togdheer Regions of Somaliland with 2 years of Operations and Maintenance (O&M) Services. as per details below. The duration of the contract will be 8 months from the Effective Date of the contract. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information Project Coordinator, Project Implementation Unit, Ministry of Energy and Minerals, Somaliland via e-mail address: sesrp.procurement@gmail.com and inspect the bidding document during office hours 8:00 am to 4:00pm at the address given below. 5. The bidding document in English may be obtained free of charge by the interested eligible bidders from the website https://moem.govsomaliland.org// or can be obtained upon submission of a written application to the address below. 6. A pre-bid conference shall be conducted physically by the Employer, the Ministry of Energy and Minerals, Hargeisa, Somaliland on November 24, 2024 at 10:30 am Hargeisa, Local Time. No site visits shall be organized by the employer, but bidders are encouraged to make site visits to familiarize themselves with the scope of work envisaged. 7. Bids must be delivered to the address on or before 10:30 am on December 16, 2024.Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 11:00 am on December 16, 2024. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 8. All Bids must be accompanied by a Bid-Securing Declaration, using the form included in the Section IV Bidding form. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
