SPECIFIC PROCUREMENT NOTICE Somali Electricity Sector Recovery Project (SESRP) Country: Somaliland Project Name: Somali Electricity Sector Recovery Project Grant No.: IDA-9310 Contract Title: Procurement of Three Four-Wheel Drive Vehicles RFB Reference No.: SO-MOEM-425300-GO-RFB Purchaser: Ministry of Energy and Minerals • The Government of Somaliland has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project and intends to apply part of the proceeds toward payments under the contract for the procurement of three four-wheel drive vehicles for project operations. • The Ministry of Energy and Minerals now invites sealed Bids from eligible Bidders for the supply of three (3) hardtop, 10-seater, and four-wheel drive vehicles. • Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (September 2023), and is open to all eligible Bidders as defined in the Procurement Regulations. • Interested eligible Bidders may obtain further information from the Ministry of Energy and Minerals by visiting the Project Implementation Unit office or by contacting the following email addresses: • Primary contact: Mr.

Documents can be delivered in hard copy or soft copy. The cost of courier delivery will be borne by the Bidder. • Bids must be delivered to the address below on or before 11 October 2024 at 10:00 AM. Electronic bidding will not be permitted.

Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below. • All bids must be accompanied by a Bid-Securing Declaration Form, as per the form included in the Bidding Documents (Section IV Bidding Forms). • Attention is drawn to the World Bank’s Procurement Regulations requiring the disclosure of information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding documents.
