GENERAL PROCUREMENT NOTICE
DEMOCRATIC REPUBLIC OF SAO TOME AND PRINCIPE
PROJECT QUALITY EDUCATION FOR ALL

The Democratic Republic of Sao Tome and Principe has received financing in the amount of US$ 5, 500, 000 (original and additional financing) equivalent from the World Bank and the Global Partnership for Education toward the cost of the Quality Education for All Project, and it intends toapply part of the proceeds to payments for goods, related services, consulting services and training to be procured under this project.
The purpose of the Grant is to improve the management of the education system and thequality of in-service teacher training in pre-school and primary education in Sao Tome and Principe, for about 900 agents in three years (2015-2017).
The Project will include the following two components: Improving the Quality of In-service Teacher Training in Primary Education and Improving Management Education System:
- Improving the Quality of In-service Teacher Training in Primary Education include two sub-component: Setting up In-service Teacher Training System and Developing Student Learning Assessment.
- Setting Up In-service Teacher Training System
a) Development of a National system of in-service teacher training in pre-school and primary education in Sao Tome and Principe;
b) Evaluation of academic and pedagogical competence of all pre-school and primary education teachers;
c) Development of tools for management of training, include data base training management; training of staff of Ministry of Education and development of Education Management Information System
- Developing StudentLearning Assessment
a) Recruitment of external technical assistance to developa road map for learning assessment which will include assessment of the curriculum and student's profile, training of staff in the Ministryof Education and development tests;
b) Development of a National system of in-service teacher training in pre-school
- Improving Management of the Education System include two sub-components: Developing a Management Information System and Project Management.
- Developing a Management Information System
This sub-component will support:
a) The development and installation of an Education Management Information System (EMIS) in the Directorate of Planning and Education Innovation;
b) Purchase and installation of computer equipment to support the EMIS;
c) Training of the staff in central and decentralized levels on the use of the EMIS and web site;
- Project Management
This sub-component will finance project audit and operating costs associated with project implementation.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-consultancy Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011 and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans andIDA Credits and Grants by World Bank Borrowers dated January 2011.
Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in World Bank external website, UN Development Business online, and www.minfinancas.st.
