This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitor on 4th July 2014. And again published in 2018 in UNDB and http//:step.worldbank.org.
The Government of the Republic of South Sudan (GRSS) has received a credit from the International Development Association (IDA) to finance the South Sudan National Strategy for the Development of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards the cost of the procurement service.
The assignment will last for a period of 12 Months with an option for extension subject to satisfactory performance expected to start October 2018.
The Procurement officer shall handle all matters as detailed in the Terms of Reference (TOR) that are stated under the scope of the assignment below.
Scope of the assignment:
- Validate NSDS business needs, compile and source market information, and assist in analyzing markets and assessing risk to inform procurement planning and sourcing decision;
- Provide advice and ensure that all the procurement activities of the project carried out by the NSDS Coordination Team (NCT) compliant with the project’s Operation Manual and World Bank Procurement Guidelines.
- Provide planning and management support for all procurement activities for STATCAP, and ensure all procurement activities are timely submitted and approved in the STEP.
- Preparing bid advertisement, pre-qualifications documents, bidding documents, quotations, evaluation reports, award recommendations for the procurement of works, goods and services in accordance with activities defined in the Procurement Plan for the project;
- Initiating, coordinating, and preparing and updating Procurement Plans (PPs) in the STEP for procurement at NCT.
- Ensure that all the procurement activities of the project conducted at the Project level conform and are compliant with the World Bank Procurement Guidelines.
- Support NCT in handling communications relating to procurement within the project and with outside agencies.
- Prepare purchase orders and ensure that they are implemented in time.
- Check invoices to ensure correct price, follow through to ensure that goods ordered have been received and examine the condition of goods received.
- Maintain a record of contract prices as awarded and amendment thereof
- Maintain procurement records such as items or services purchased, costs, delivery, product quality or performance and inventories, compiling data on these for internal monthly reports.
- Ensure that any procurement-related issues, including queries, disputes and complaints from contractors, suppliers’ consultants and other Government Agencies are resolved.
- Ensuring that complete documentation is maintained on all procurement cases;
- Facilitate Preparation of Bid/Proposal, Evaluation Reports and drafting of Contracts
- Preparing Requests for No-objection from the World Bank for stages of procurement activities as required by Bank Guidelines;
- Providing contract management support for Goods, Works and Consultancy Services Contracts;
- Establish a comprehensive monitoring system to track progress including a procurement reporting capability;
- Preparing procurement reports for Financial Monitoring Reports (FMRs) for the World Bank and other donors and other procurement reports required by the NSDS Coordinator;
- Coordinate the audit and the post procurement review processes of the government and the World Bank;
- Mentor and train other project staff on procurement related processes.
- Perform any other duties as may be assigned by the Project Coordinator.
Selection Criteria:
The candidate should have following qualifications and experiences:
- Education and Training
- Degree from a recognized University in relevant discipline (e.g. Public Administration, Business, Law, Development, Procurement, Finance, Social Sciences and Commerce) or other relevant technical field.
- A Master’s degree/ professional qualifications in purchasing and supply management would be an added advantage.
- Work Experience
- At least 5 years of general experience in procurement management in the public or private sector.
- Minimum of 3 years of direct experience in implementing procurement actions according to international organizations guidelines such as the World Bank, the United Nations, African Development Bank etc. for procurement of goods, services, and works.
- Experience in similar working environment like that of South Sudan is desirable.
- Interpersonal and Other Relevant Skills
- Excellent computer skills for Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use.
- Fluency in English and other local language is essential
- Excellent written and oral communication skills.
- High level interpersonal and relationship-building skills.
- Ability to communicate and work effectively with persons of various cultures and religions.
