Assignment Title: Social Safeguards Consultant for the Project Management Unit

Reference No. GERMP/SERVICES/C3/06

The Government of The Gambia has received financing from the World Bank toward the cost of The Gambia Electricity Support Project (GESP) and Electricity Restoration and Modernization Project (GERMP) and intends to apply part of the proceeds of these projects for consultant services: Social Safeguards Consultant for the Project Management Unit (PMU).

National water and electricity Company (NAWEC) is Implementing Agency for both projects. The main Project Development Objective is to increase the availability and reliability of electricity supply in the Gambia. The projects are designed to Improve available generation, significantly enhance transmission and distribution network, and reduces losses, together with managerial improvements in NAWEC.

NAWEC has set up a Project Management Unit (PMU) to manage the implementation of the projects, including managing safeguards aspects in accordance with the requirements of the financing institutions. An experienced Social Safeguards Consultant will be required to support the PMU in conducting these activities.

The objective of the Consultant’s services is to support the PMU in implementing all social safeguards-related activities outlined in the Project and Financing Agreements and other Project documents.

  • Activities to be performed by the Social Safeguards Specialist include but are not limited to the following:

(i) Provide overall technical environmental and social safeguards oversight for the project preparation and implementation under the general management of the PMU Head. Focus will be on social risk management, including measures for addressing conflict, social accountability, vulnerability, community development, restoration of livelihoods, gender-based violence (GBV)/sexual exploitation and abuse (SEA), and other social issues that may arise in the project.

(ii) Providing necessary coordination and relevant input into preparation of Environmental and Social Management Frameworks and Resettlement Policy Frameworks (ESMF and RPF) for projects under preparation and implementation.

(iii) Screening of sub-projects identified under the projects, ensuring the screening process complies with the ESMF and RPF; and advice on the site-specific safeguard instruments required (e.g. Environmental and Social Impact Assessments (ESIAs)/Environmental and Social Management Plans (ESMPs), Resettlement Action Plans, etc.).

(iv) Coordinating recruitment of social safeguards consultants, including drafting TOR, estimating budgets, providing assistance in shortlisting and evaluation firms/individual consultants proposals/qualifications, negotiating and preparing contracts.

(v) Ensuring that bidding documents and contracts include necessary social safeguards provisions.

(vi) Analysing project implementation reports to ensure that all work is completed in full compliance with Safeguards Policies; supervising contractors’ performance in handling specific social issues, such as GBV/SEA; providing corrective instructions as needed.

(vii) Preparing relevant parts of required environmental and social monitoring reports, including reports on ESMP implementation status.

(viii) Preparing, implementing and monitoring Resettlement Action Plans, including: (i) public consultations and stakeholder engagement; (ii) baseline socio-economic analysis (i.e. prior to the project activities); (iii) census; (iv) field surveys; (v) entitlement matrix (compensation, restoration of livelihoods), including special measures for vulnerable groups; (vi) grievance mechanism; (vii) institutional arrangements for implementing the RAP; (viii) Monitoring and Evaluation Framework; and (ix) budget/disbursements.

(ix) Other activities, as instructed by the PMU Head.

It is anticipated that initial contract will be signed for 2 years with a possibility of extension subject to satisfactory performance.

NAWEC now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant’s Letter of Expression of Interest, CV, and financial proposal shall be submitted to the address below.

Required qualifications:

(i) At least Bachelor’s, preferably Master’s, degree in social science, anthropology, or related fields.

(ii) At least 7 years’ experience in the region in the area of compliance with social safeguards policies including involuntary resettlement; preferably working for international development projects.

(iii) Good knowledge of the relevant regulations/directives and operations of multilateral development organizations and executing agencies.

(iv) Team player, detailed oriented, self-starter, able to deliver quality product under time pressure.

(v) Ability and desire to learn.

(vi) Fluent in English with excellent written and spoken skills.

(vii) Experienced computer user, including excellent knowledge of Microsoft Office suite.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.
