SOUTH SUDAN –NATIONAL STRATEGY FOR THE DEVELOPMENT OF STATISTICS (NSDS) STATISTICAL CAPACITY BUILDING PROJECT/PREPARATION ACTIVITIES Request for Expression of Interest (REOI) For ASSISTANT NSDS COORDINATOR Country: REPUBLIC OF SOUTH SUDAN Name of Project: SOUTH SUDAN –STATISTICAL CAPACITY BUILDING PROJECT Credit No.: 55370-SS Project No.: P144139 SSSTACAP/IC-5.13/2015 December 2015 This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitor on 4th July 2014.

The Government of the Republic of South Sudan (GRSS) has received a credit from the International Development Association (IDA) for the Proposed South Sudan National Strategy for the Development of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards the cost of the Assistant NSDS Coordinator consultancy service. The assignment will last for a period of 12 Months with an option for extension subject to satisfactory performance expected to start January 2016.

The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR) that are stated under the scope of the assignment below. Scope of the assignment: The Assistant NSDS Coordinator shall support the NCT and especially the NSDS Coordinator towards a successful implementation of the NSDS and the corresponding World Bank project. The Assistant NSDS Coordinator shall carry out all necessary tasks towards the objective of the assignment.

The main duties and responsibilities to be undertaken by the Assistant NSDS Coordinator are listed below: • The Assistant NSDS Coordinator will assist the NSDS Coordinator in management of all activities, • Assist in planning and organization of meetings for the Sector Working Groups, Joint NSDS Forum (JNF) and NSDS Steering Committee(NSC) and to ensure minutes of the meetings are recorded and disseminated and to follow-up issues and actions as agreed in those meetings. • Compile Statistical reports and share them with relevant departments of NBS for use and dissemination. • Frequently liaise with the ministries, departments and agencies that are involved in the NSDS • Assist the NSDS Coordinator in preparing, compiling and disseminating monthly, quarterly and annually project implementation progress reports.

Selection Criteria: The candidate should have following qualifications and experience: • Holds at least a Bachelor degree in Statistics, Mathematics or other relevant technical field); • Has a minimum of three years of direct relevant experience in statistical working environments. Project management experience will be an added advantage; • Demonstrates significant experience in statistical operations (survey planning, field work organization, sampling, data collection, reporting, etc); • Demonstrate strong communication and reporting skills, both orally and in written English, • Should have working experience in statistical software such as SPSS, Stata, CSPro, etc • Very good working knowledge of IT tools such as MS Office and PowerPoint as well as internet. • Excellent multi-cultural and inter-personal skills, and demonstrated skills in networking with MDAs, partners, donors, private sector; • The applicants must be South Sudanese Nationals The NCT of the National Bureau of Statistics would therefore like to invite eligible national individual applicants to indicate their interest in providing the above mentioned services.
