Assignment Title: National Environmental Safeguards Consultant for the Project Management Unit

Reference No. GERMP/SERVICES/C3/05

The Government of The Gambia has received financing from the World Bank toward the cost of The Gambia Electricity Support Project (GESP) and Electricity Restoration and Modernization Project (GERMP) and intends to apply part of the proceeds of these projects for consultant services: Environmental Safeguards Consultant for the Project Management Unit (PMU).

National water and electricity Company (NAWEC) is Implementing Agency for both projects. The main Project Development Objective is to increase the availability and reliability of electricity supply in the Gambia. The projects are designed to Improve available generation, significantly enhance transmission and distribution network, and reduces losses, together with managerial improvements in NAWEC.

NAWEC has set up a Project Management Unit (PMU) to manage the implementation of the projects, including managing safeguards aspects in accordance with the requirements of the financing institutions. An experienced Environmental Safeguards Consultant will be required to support the PMU in conducting these activities.

The objective of the Consultant’s services is to support the PMU in implementing all environmental safeguards-related activities outlined in the Project and Financing Agreements and other Project documents.

  • Activities to be performed by the Environmental Safeguards Specialist include but are not limited to the following:

(i) Provide overall technical environmental safeguards oversight on all project activities

(ii) Screen sub-projects in accordance with the Environmental and Social management Framework (ESMF) and assign appropriate risk levels

(iii) Coordinate recruitment of environmental safeguards consultants for the preparation of site-specific Environmental and Social Management Plans, including drafting TOR, estimating budget, assistance in shortlisting and evaluation firms/individual consultants proposals/qualifications, negotiating and preparing contracts.

(iv) Review the Environmental and Social Management Plans; provide technical comments; and liase with the NEA and the World Bank for obtaining clearances

(v) Ensure that Environmental and Social Management Plans are consulted with relevant stakeholders and disclosed

(vi) Coordinate with Procurement Unit to ensure that bidding documents and contracts for civil works and construction include necessary environmental safeguards provisions.

(vii) Initiate Grievance Redressal system at sub-project sites to ensure complaints and feedback are received and addressed

(viii) Supervise contractors’ performance in implementing the Environmental and Social Management Plan; These supervision reports should be well documented; Provide corrective instructions as needed and ensure follow-up. These should include issues related to labour, Occupational health and safety, community safety etc

(ix) Provide training to Regional Engineers to support ongoing supervision

(x) Prepare and document environmental monitoring reports, including reports on all sites where civil works are being conducted.

(xi) Other activities, as instructed by the PMU Head.

It is anticipated that initial contract will be signed for 2 years with a possibility of extension subject to satisfactory performance.

NAWEC now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant’s Letter of Expression of Interest, CV, and financial proposal shall be submitted to the address below.

Required qualifications:

(i) A Bachelor’s degree in environmental engineering, environmental management or related fields. Masters Degree in this area is an asset

(ii) At least 7 years’ experience in the region related to environmental management and preparation and implementation of Environmental Impacts assessments

(iii) Good knowledge of the relevant regulations of the Government of Gambia. Knowledge of directives and operations of multilateral development organizations and executing agencies is an asset

(iv) Team player, detailed oriented, self-starter, able to deliver quality product under time pressure.

(v) Ability and desire to learn.

(vi) Fluent in English with excellent written and spoken skills.

(vii) Experienced computer user, including excellent knowledge of Microsoft Office suite.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.
