The Government of the Republic of South Sudan (GoRSS) through the Ministry of Finance, Commerce, Investment and Economic Planning and the Local Government Board (LGB) has received a grant for Project Preparation Advance towards preparation andimplementation of the Local Governance and Service Delivery (LGSD) Project.

The LGSD Project will be financed by the World Bank, as well as a number of bilateral donors including Denmark, Netherlands, Norway and Sweden. The Ministry of Finance intends to apply partof the proceeds for the payment for the services of a Communications Officer. 2.

The Project objective is to improve local governance and service delivery in participating counties in South Sudan and it will comprise of four components: (i) block grants to counties for Payam Development; (ii) community engagement; (iii) institutional strengthening; and (iv) implementation support. 3. Responsibilities: The Communication Officer shall work in the Project Management Unit and provide support in development and implementation of LGSDP communication strategy and plan; contribute to development and transfer of appropriate knowledge, training, methodologies, information and technology; identify appropriate means of media and languages for dissemination of project information, plan, process, objective, resources, output, outcome and result and all other specific tasks detailed in the Terms of Reference (TOR) that will be provided uponsubmission of application (in person or by E-mail).

  • Duration: The assignment will be for a period of twelve (12) months with a possibility of extension subject to satisfactory performance. 5. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview.
  • Qualifications, experience and skills required: A Bachelors Degree in English /Journalism/Mass media and master degree in a relevant field; Minimum of 3 years experience in Communication and strong Written and Oral communication skills in English; Computer skills including Microsoft Office tools and publication software; and work experience in South Sudan and/or a similar developing fragile country will have an added advantage. 7.

The Ministry of Finance and Economic Planning now invites eligible Individual Consultants to indicate their interest in providing theabove mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail). 8.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest. 9. A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World BankBorrowers dated January 2011 - Selection of Individual Consultant.
