COUNTRY: SouthSudan NAME OF PROJECT: South Sudan-Eastern Africa Regional Transport and Trade Development Facilitation Program PPA No: Q865 Project ID No: P131426 Ref No: Proc-RTTFP/MoTPS-PMT/2014/Cons./IC-ICT This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on March 7th,2013 and other Regional Newspapers [The Citizen and The Standard] on 1st March, 2013.

The Republic of South Sudan has received financing from the International Development Association (IDA) administered by the World Bank toward the cost of financing various components under the South Sudan Eastern Africa Regional Transport and Trade Facilitation Program- Project Preparation Activities (PPA), and intends to apply part of the proceeds for the payment for the services of the ICT Technical Specialist. The duties of the ICT Technical Specialist (ITS) will work with the Program Coordinator and the ICT Project Coordinator to oversee technical issues relating to construction of fiber optic network and prepare detailedTerms of Reference (TOR) for a firm to carry out the fiber optic cable network design including cost estimates.

In addition to the deployment along the road, the TOR should cover specifications for a Networks Operations Centre, points of presence along the route, and terminationoptions in Juba, strict compliance with the requirements of the Agreement between IDA and the Government of Republic of South Sudan. Selection Criteria: The selection shall be conducted based on qualification and experience of the candidates and followed by an interview of the best successful candidates. The candidates must have: i) An Advanced University Degree in ICT, Engineering, or an equivalent Degree combined with working experience; ii) At least 10 years of professional experience relevant for the position in an international organization or public/private sector or bilateral cooperation;iii) Expertise in fiber optic cable network construction, optical transmission equipment and technologies, fiber technology and fiber opticcables, ducting and deployment techniques; iv) Excellent written and oral communication skills, in English, to deliver complex technical documents, and reports; v) Experience in building productive internal and external relationships and working productively in a team environment; and vi) Excellent computer skills, including database use is required.

It is expected that the consultant will work for a total of 40 working days from signing of contract from home, over an elapsed time of around six (06) months, with at least two missionsto Juba of one-two week's duration, combined with meetings in Nairobi. The Ministry of Telecommunication and Postal Services (MoTPS)now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested consultants must provide information inapplication with updated Curriculum Vitae (CV) indicating that they are qualified to perform the Services.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest. A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 - Selection of Individual Consultants.
