The Government of The Gambia has received financing from the World Bank toward the cost of the Gambia Fiscal Management Project; the Directorate of Public Private Partnership Enterprise (DPPPE) anchored within the Ministry of Finance & Economic Affairs (MoFEA) is the lead Implementing Agency of the Project and intends to apply part of the proceeds for consulting services.
The Gambia Fiscal Management Development Project (P166695) of the World Bank intends to carry out Electronic Government Procurement (e-GP) readiness assessment in Gambia. This work will facilitate the Bank in formulating its strategy to continue support in the procurement reform activities in Gambia.
The objectives of the assignment are to support the international consultant gather data in order to (i) determine the level of country’s e-GP readiness to make a transition to e-GP in a sustainable manner (with reference to the Govtech Procurement Practice Note Guidelines provided in Annex 1); (ii) develop Bank’s support strategy for the implementation of e-GP in Gambia taking into consideration the importance and risks associated with levels of technological capacity, infrastructure, organization and expertise within the public and private sectors in the country. In developing this strategy, the consultant will draw on experiences of countries around the World and will tailor the approaches and methodologies for implementation to the Gambia context. The interim outcome of these objectives will be a report that describes the current situation in Gambia with respect to its readiness to adopt an e-GP system accompanied by a strategy that the Bank should consider under a phased approach to best suit the gradual adoption of such a system, including qualification, technical and functional requirements for the tendering. Also including a market analysis of the e-GP products/vendors and the selection of the ministries for the e-GP pilot phase.
TASK
The local consultant will:
(i) contact survey targets, outline project and obtain names and email contacts
(ii) clarify any issues with respondents in liaison with the international consultant
(iii) send reminder to respondents or engage with them to ensure that they fill the survey
(iv) source related documents such as the legislation, regulations and procurement procedures, as required by the international consultant
(v) report to GPPA and the international consultant on daily basis on progress, issues related to the above
DELIVERABLES
- Respondent fill the questionnaire timely
- All survey information provided by the respondent
- Any other duties assigned by the International Consultant
The Ministry of Finance & Economic Affairs (MoFEA) now invites eligible individual consultants (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: conflict of interest related to the assignment as per paragraph 3.17 of the Procurement Regulations.
A Consultant shall be selected in accordance with the Individual Consultant Selection Method (IC) set out in the Procurement Regulations.
