HEALTH HIV/AIDS AND TB PROJECT REQUEST FOR CURRICULUM VITAE FOR INDIVIDUAL CONSULTANT– OPERATIONS ADVISOR

FOR THE MINISTRY OF HEALTH CONSULTANT BACKGROUND INFORMATION The Government

of Swaziland (GOS) has emphasized health as a priority on the national agenda. The 2008 National Health Sector Strategic Plan (NHSSP) identified critical

areas in the health sector that require support, and aims to improve poor

health outcomes and inefficiencies. The Ministry of Health has developed a

second five-year National Health Sector Strategic Plan (NHSSPII) (2014-2018) to

guide its operations.The

NHSSP II ensures a comprehensive set of health services are provided that

address in a holistic manner the health needs of the people in the Kingdom of

Swaziland. The NHSSP II introduces a stronger element of client-focused and

client-centred health services, a comprehensive and rationalized health systems

investment focus that ensures all the critical investment needs of the health

sector are being addressed. For the objectives of the plan to be realized, there

is a need to strengthen governance, monitoring and supervision at central

level. The Health,

HIV/AIDS and TB project supports the Government in its commitment to improve

the health status of the Swazi population, with the aim to (i) improve access

to, and quality of health services in Swaziland, with a particular focus on

primary health care, maternal health and TB, and (ii) increase socialsafety

net access for OVCs. The World Bank and

the European Union (EU) are jointly financing the project with the Government,

with a total of US$41 million. The

MOH now invites interested, qualified candidates

to indicate their interest in providing technical support and services under

this consultancy. Selection shall be on the basis of examination and comparison

of the qualifications of the individual candidates as evidenced by their CVs. The selected individual shall be requested to submit a costed offer to

undertake the work. OBJECTIVE The

main objective of the consultancy is to ensure daily implementation of health

policy related activities, share good practices from other countries in

relation to coordination of Development Partners; planning, implementation and

supervision of selected health programmes. The Operations Advisor will provide

hands-on support to the Director of Health Services within the Ministry of

Health towards effective implementation of the National Health SectorStrategic

Plan II and coordination of various Development Partners programmes. The

intended outcome of the consultancy is to strengthen the organizational and

functional structure of the Ministry of Health Directorate This position is

expected to be required for a period of two years. BRIEFDESCRIPTION OF SERVICES The consultancy will provide

strategic, policy and technical support to the Directorate for the Ministry of

Health, regarding planning and implementation of health sector programmes; this

will include support to monitor and supervise the delivery of health services;

actively monitor and coordinate with key stakeholders; follow-up and

development of policy directives for various implementers and departments under

the Directorate. REQUIRED QUALIFICATIONS AND

EXPERIENCE: He/she

should meet the following qualifications: • Medical Doctor with minimum MBChB from a recognized

University • MA/MSc

(or equivalent) in public health, related health sciences, or management • A

further qualification in Health Economics will be an added advantage. • At

least 10 years' experience in a management capacity. Knowledge and experience

in SADC region health systems • At

least 10 years' experience in health-sector operations. Experience inhealth

systems strengthening and primary health care will be required • Excellent

report writing and communication skills • Results

oriented, team player • Ability

to work under pressure and in a fast changing environment • Ability

to lead teams, motivate staff and work independently • Demonstrated

skills in Microsoft Office Suite applications, including Word, Excel,and

PowerPoint • Excellent

planning and organizational skills • Superb

diplomatic skills • International
