  • Component 3: Program Management and Technical Assistance In line with the Above, Gambia Project Implementation Unit (PIU) plan to recruit a Procurement Officer to work on relevant project activities. One of the main project implementation activities of the PIU is managing procurement of works, goods, and consultant’s services. The objective of the Consultant’s services are to support the PIU in conducting the procurement activities in accordance with the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations) and Project legal documents. The assignment duration is envisaged to be two (2) years starting from the contract agreement but reviewed yearly. The performance of the Procurement Specialist shall be assessed after the first 6 months. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Government of the Republic of The Gambia, through the Project Implementation Unit in The Gambia (PIU-Gambia), now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant’s Letter of Expression of Interest and CV shall be submitted to the address below. Required qualifications: • Bachelor’s degree or equivalent in Procurement, Business Administration, Engineering, Economics or other related fields Certification in procurement from a recognized institution (e.g. CIPS) is an added advantage. • At least 3 years of working experience in public procurement on international donor financed project. • Strong proven experience in managing international competitive bidding/selection of consultants, evaluation of bids/proposals, contract negotiations is a must. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.
