The Government of the Republic of The Gambia has received financing from the World Bank toward the cost of the Gambia Fiscal Management Project (P166695), and intends to apply part of the proceeds for consulting services. The Directorate of Public Private Partnerships (DPPP) anchored within the Ministry of Finance and Economic Affairs (MoFEA) is the lead implementing agency of the project.
The Project Development Objective is to increase fiscal space and improve effectiveness of public resources management.
The proposed project design combines three key critical and interrelated elements: (a) EEPs against which grant proceeds can be disbursed; (b) a set of disbursement conditions that provide a performance framework to advance the reform agenda and contribute to the development objectives supported by the operation; and (c) a technical assistance component to support the achievement of the agreed results.
To manage implementation of the above Project, DPPP has set up a Project Management unit (PMU) with staff fully dedicated to the day to day management of the project. One of the main project implementation activities of the PMU is managing procurement of works, goods, and consultant’s services. It is planned that PMU will have a fiduciary staff including a financial controller and a procurement specialist.
The objectives of the Consultant’s services are to support the PMU in implementing procurement activities outlined in the Project and Financing Agreements and Procurement Plan.
The assignment duration is envisaged to be two (2) years starting from the contract agreement but renewed yearly. The performance of the Procurement Specialist shall be assessed after the first 6 months.
The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.
Ministry of Finance and Economic Affairs (MoFEA) now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant’s Letter of Expression of Interest and CV shall be submitted to the address below.
Required qualifications:
- Master’s degree in Procurement, Business Administration, or equivalent Certification in procurement from a recognized institution (e.g. CIPS) is preferred.
- At least 5 years of working experience in public procurement on international donor/NGO financed project.
- Strong proven experience in managing international competitive bidding/selection of consultants, evaluation of bids/proposals, contract negotiations is a must.
- Thorough knowledge of WB Procurement Framework could be an advantage
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised November 2017 and August 2018) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.

Gambia Fiscal Management Development Project
- BACKGROUND
The World Bank (WB) - International Development Association and The Republic of The Gambia has agreed on The Gambia Fiscal Management Project. The Directorate of Public Private Partnerships (DPPP) anchored within the Ministry of Finance and Economic Affairs (MoFEA) is the lead implementing agency of the project.
The Project Development Objective is to increase fiscal space and improve effectiveness of public resources management.
The proposed operation is a five-year grant seeks to improve Government effectiveness in fiscal management for better service delivery. This will be achieved by: (a) enhancing GRA’s compliance management, revenue risk analysis, and enforcement capacity, for broadening the tax base and improving voluntary compliance; (b) introducing electronic Government procurement (e-GP) and (c) improving financial and operational performance of SOEs and reducing the telecom-related fiscal burden through restructuring of GAMTEL and GAMCEL, their HRs in particular. The two interlinked components seek to address core challenges currently hampering fiscal management and service delivery. Component 1 aims at increasing fiscal space for public services and implementing reforms of the Gambia procurement system for a more efficient and better-quality procurement. Component 2 provides incentives for achieving results in two distinct areas: staff retrenchment in GAMCEL and GAMTEL and cost-cutting measures for state expenditures in the telecommunications sector as well as technical assistance (TA) to reinforce Government oversight and public accountability of the SOE sector.

Reporting to Project Manager under the overall oversight of the Director of the DPPP
- OBJECTIVE
The purpose of this TOR is recruitment of a Procurement Officer to support the PMU in conducting the procurement activities in accordance with the World Bank Guidelines/Regulations and Project legal documents.
- TASKS:
The Procurement Officer (PO) will perform, advise and assist PMU as requested in performing procurement activities according to the World Bank applicable Procurement Guidelines/Regulations, Project’s agreed procurement arrangements and Procurement Plan. The scope of PO’s work includes but is not limited to the following:
- Development of procurement strategy development, including procurement planning and structuring, packaging, etc.
- Development of internal project procurement-related processes in PMU, including procurement monitoring, defining specific roles of PMU, performance standards etc.
- Preparing and publishing General and Specific Procurement Notices, Requests for Expression of Interest, and other publications/notices required by the WB Guidelines/Regulations.
- Drafting Bidding documents/Requests for proposals based on the WB’s standard bidding documents/RFP’s. This activity includes assistance in reviewing employer’s requirements, specifications, TOR for their compliance with the WB Procurement Guidelines/Regulations.
- Managing communication with bidders, including drafting responses to bidders’ queries.
- Establishing bid and proposal Evaluation Committees, training and advising members of Evaluation Committees on conducting bid/proposal evaluation, preparing Bid/Proposal Evaluation Reports with recommendations for contract awards.
- Assistance in negotiating, finalizing and executing contracts with winning bidders/consultants.
- Assisting in ensuring timely submission to the World Bank requests and obtaining all necessary approvals/no-objection notices.
- Preparing relevant inputs into regular implementation progress reports by the PMU in part related to procurement.
- Other procurement-related assistance and advisory, as may be requested, from time to time, by the PMU.
- TIME AND DURATION OF SERVICES
- The assignment duration is two years starting from the contract agreement but renewed yearly. The performance of the Procurement Specialist shall be assessed after the first 6 months. Contract extensions, if and as needed, will be subject to satisfactory performance assessment.
- QUALIFICATIONS, EXPERIENCE & PERSONAL SPECIFICATIONS REQUIRED
- Master’s degree in Procurement, Business Administration, or equivalent; Certification in procurement from a recognized institution (e.g. CIPS) is preferred.
- At least 5 years of working experience in public procurement on international donor/NGO financed project.
- Strong proven experience in managing international competitive bidding/selection of consultants, evaluation of bids/proposals, contract negotiations is a must.
- Preference for candidates with thorough knowledge of
- the WB Procurement Guidelines and Regulations (“Old Guidelines” and New Procurement Framework); and
- of the main types of WB’s procurement and standard documents for procurement of Goods; Works, and Consultant’s services.
DELIVERABLES
The Procurement Officer has responsibility for the preparation and submission to PPM for approval and onward transmission to IDA and Government (where applicable), the following Procurement reports:
- Monthly Procurement status report,
- Quarterly Procurement reports
GENERAL
- Any other duties, within his/her area of competence, as assigned by the Project Manager.
