  • This Request for Expressions of Interest follows the approval and publication of the Procurement Plan for this project that appeared on the World Bank External Website on May 12, 2023.
  • The Government of the Republic of South Sudan has received funding from the Bank (International Development Association - IDA) in the form of a Project Preparation Advance (PPA) for the Proposed South Sudan – Transport Sector Development and Regional Integration Project (SS-TSDRIP) and intends to apply part of the proceeds for the payment for the services of the Snr. Procurement Specialist (PS).
  • The objective of the assignment is to engage the services of an experienced Procurement Specialist to guide the supervision and monitoring of the implementation of procurement processes; to provide professional inputs during project implementation and operation, and to build the technical capacity of staff within the implementing agencies
  • Responsibilities: The expert will be responsible for the sustainability of the project by ensuring that an efficient procurement system is put in place. In close collaboration with the Project team, the specialist will maintain and improve a cost-effective procurement system as well conducting the procurement processes of the project with particular emphasis on preparing a proactive strategy and action plan for timely project delivery in compliance with the Procurement Plan and in accordance with the Republic of South Sudan and World Bank Procurement Guidelines. Additionally, the specialist will be required to perform such other related duties as may be assigned by the Project Lead/Focal Person from time to time in continuance of the above responsibilities. Finally, the expert shall be based in the Ministry of Roads and Bridges with frequent visits to the other Implementing Agencies and expected to do the following tasks
  • Selection Criteria: The selection shall be conducted based on the qualification and experience of the candidates and followed by an interview of the best successful candidates. The candidates must have: (i) An Advanced University Degree in Engineering, Law, Economics, and Business Administration or equivalent Degree combined with working experience; (ii) At least 10 years of procurement experience relevant to the position in an international organization or public/private sector or bilateral cooperation, of 5 years as the procurement Specialist implementing infrastructural projects funded by World Bank or other Multilateral Development Banks; (iii) Demonstrated hands-on experience providing Procurement capacity building in public institutions in similar environments such as South Sudan; (iv) Knowledge and professional experience in the management and implementation of procurement procedures in compliance with the World Bank and other Development Partners’ guidelines, knowledge of FIDIC documents will be an asset; (v) Highly familiar with tendering/contracting principles and practices applied in a government context; (vi) Excellent written and oral communication skills in English to deliver complex technical documents, reports, papers and recommendations to the client; (vii) Experience in building productive internal and external relationships and working productively in a team environment; (viii) Preferably experience in working in Sub-Saharan Africa or transitional countries, and (ix) Excellent computer skills, including database use, are required.
  • Duration: The assignment will be for a period of twelve (12) months with an option for extension subject to satisfactory performance.
  • The Ministry of Roads and Bridges and the Ministry of Transport now invite eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of the application (in person or by e-mail at the address given below).
  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016; and revised November 2017, July 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  • A Consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016; and revised November 2017, July 2018 and November 2020: Section VII.
