- The Government of Mozambique (GoM), through the former Ministry of Transport and Communications (MTC), has received financing from the World Bank (WB), to implement the Mozambique Digital Acceleration Project (MDAP), whose objective is to increase digital adoption and inclusion, and support the selected bases to induce an Accelerated Digital Transformation. The Project value is 200 million US Dollars with a period of five (5) years, starting from April 03, 2023. With the new composition of the GoM, the project has been transferred from the current Ministry of Transport and Logistics to the Ministry of Communications and Digital Transformation (MCTD). MCTD intends to apply part of the funds for the payment of expenses related to hiring a Procurement Specialist.
- The Procurement Specialist will be responsible for procurement processes defined in the project, in strict compliance with the legislation in force, combined with the management standards defined in the World Bank's Procurement Regulations and procedures.
- The Ministry of Communications and Digital Transformation invites interested and eligible consultants to submit an Expression of Interest. The Procurement Specialist will be responsible for, among others:
- Prepare procurement processes for works, goods, no-consulting services and consultancies to be contracted within the scope of the project implementation, strictly observing the rules defined by the GoM and the WB;
- Lead the preparation of the Project's Procurement Plan and its periodic updates and its insertion in the WB's "STEP" electronic platform;
- Coordinate the preparation of tender documents and the issuing of documents to the respective bidders and consultants;
- Prepare meetings for the evaluation of proposals, create and maintain all the necessary conditions for the evaluation process;
- Prepare Evaluation Committee meetings reports and "no objection" requests;
- Report to the Project Manager on all procurement processes.
- The consultant will be selected in accordance with the World Bank procedures defined in the “World Bank Procurement Regulations for IPF Borrowers”, dated September 2023, the hiring method will be Individual Consultant (IC).
- The criteria for evaluation of Expressions of Interest are: (i) university degree in Management, Law, Public Administration or other relevant areas; (ii) minimum of 10 (ten) years of relevant experience in procurement, of which at least five (5) years of experience in managing procurement processes in projects funded by the WB and/or other international multilateral development organizations; (iii) relevant experience of WB procurement procedures (WB Procurement Regulations); (iv) proven experience in contracting works (at least two contracts valued 15,000,000.00 USD), goods and Non Consulting Services (at least two contracts valued 3,000,000.00 USD each) , as well as consultancy services (at least five contracts valued (2,000,000.00 USD each), including elaboration of procurement documents, opening and evaluating bids/proposals, negotiating and managing contracts; (v) fluency in both written and oral communication in English .
- The initial contract duration is 24 (twenty-four) months and based in Maputo. The contract extension will be for the end of project and will be subject to the successful candidate's satisfactory performance. The successful candidate will sign an employment contract, subject to a three-month probationary period.
