Government of the Republic of South Sudan Ministry of Financeand Economic Planning Local Governance Service Delivery Program Request for Expression of Interest (REOI) COUNTRY: Republic of South Sudan NAME OF PROJECT: Local Governance Service Delivery Program CONSULTING SERVICES: Senior Procurement Specialist (PS) DUTY STATION: Juba, South Sudan Credit No: Q 842 0-RSS Project ID No. P127079 Ref No: MoFEP/LGSD/PMU/CS/1.2/13 1. The Government of the Republic of South Sudan (GoRSS) throughthe Ministry of Finance and Economic Planning (MoFEP) and the Local Government Board (LGB) has received a grant for Project Preparation Advance towardspreparation and implementation of the Local Governance and Service Delivery (LGSD) Project.
The LGSD Project will be financed by International Development Association as well as a number of bilateral donors including Denmark, Netherlands, Norway and Sweden. The MoFEP intends to apply part of the proceeds for the payment for the services of the Senior Procurement Specialist. 2.
The Project objective is to improve local governance and service delivery in participating counties in South Sudan and it will comprise of four components: (i) block grants to counties for Payam Development; (ii) community engagement; (iii) institutional strengthening; and (iv) Project Management Support. 3. Responsibilities: The Consultant shall work in the Project Management Unit of the project and s/he will have the following key responsibilities among others: manage all the procurement processes assigned to PMU, advice and ensure that all the procurement activities are compliant with the Operation Manual and World Bank Procurement Guidelines; provide guidance to local government officials in the use of PFM Manual with respect to procurement;and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
- Duration: The assignment will be for a period of twelve (12) months with a possibility of extension subject to satisfactory performance. 5. Selection Criteria: The selectionshall be based on qualification, experience and skills of the candidate and followed by an interview.
The qualification, experience and skills should include: An advanced degree with a major in relevant discipline (e.g. Engineering, Law, Procurement, Finance, Business and Commerce.); a minimum of 8 years of relevant experience in management and implementing of procurement in private or public sector; minimum of 5 years of experience in implementing procurement actions according to international organizations guidelines such as the World Bank, African Development Bank etc. for procurement of goods, works and services; Excellent computer skills for Micosoft Office tools;Fluency in English; experience in similar working environment like that of South Sudan is desirable.
- The Ministry of Finance and Economic Planning now invites eligible Individual Consultants to indicate their interest in providing the abovementioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
- The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict ofinterest. 8.
A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loansand IDA Credits & Grants by World Bank Borrowers dated January 2011 - Selection of Individual Consultant. 9. Deadline for submission: The Expression of interest (EOI) and the CV completed in the prescribed form must be delivered to theaddress below by April 13, 2013 at 16:00 Hours (East African Time) 11.
