• This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitor on 4th July 2014.

• The Government of the Republic of South Sudan (GRSS) has received funding from the International Development Association (IDA) in the form of a Project Preparation Advance (PPA) for the Proposed South Sudan National Strategy for the Development of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds for the payment for the services of the Procurement Specialist (PS).

• The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR) that will be provided upon written application ([email protected]).

• Selection Criteria:

The candidate should have following qualifications and experience:

(a) Holds a Bachelor degree with a major in a relevant discipline (e.g. Procurement, Finance, Public Administration, Law, Business or Commerce, or other relevant technical field);

(b) Has a minimum of five years of direct relevant experience in procurement in the public or private sector;

(c) Has at least two years of relevant work experience in procurement under World Bank funded/administered projects;

(d) Demonstrates significant experience in preparation of procurement plans, bidding and contract documents, requests for proposals, evaluation reports for procurement of goods,and consultant services;

(e) Demonstrates strong communication skills and persuasiveness in presenting, negotiating and resolving complex issues, both orally and in written in English; and

(f) Knowledge of IT tools such as MS word, excel, PowerPoint, internet etc.

• The assignment will last for a period of 12 Months with an option for extension subject to satisfactory performance.

• The Projectmanagement Team of the National Bureau of Statistics would therefore like to invite eligible national or international individual applicants to indicate their interest in providing the above mentioned services. • The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest

• A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011.

• Interested Consultants may obtain further information at the address given below from 9:00 to 16:00 Hrs on the working days. (Monday through Friday)

• Expression of interest (EOI) must be delivered to the address below by 29th July, 2014 at 14:00 Hrs. East African Standard Time.
