Recruitment of Senior Financial Management Specialist — Individual Consultant for the Government of Swaziland

FOR CURRICULUM VITAE FOR INDIVIDUAL CONSULTANT - SENIOR FINANCIAL

MANAGEMENT SPECIALIST BACKGROUND INFORMATION The Government of Swaziland (GOS) has emphasized health as a

priority on the national agenda. A new Health, HIV/AIDS and TB project is

proposed to support the Government in its commitment to improve the health

status of the Swazi population. The

World Bank and the European Union (EU) are jointly financing the project with

the Government. Specifically, the

proposed project will: (i) improve access to, and quality of health services in

Swaziland, with a particular focus on primary health care, maternal health and

TB, and (ii) increase social safety net access for OVC. The MOH invites interested, qualified candidates to indicate their interest in providing technical

support and services under this consultancy. Selection shall be on the basis of

examination and comparison of the qualifications of the individual candidates

as evidenced by their CVs. The selected individual shall be requestedto submit

a costed offer to undertake the work. OBJECTIVE To maintain appropriate financial management

systems for the project such that: (a) funds for the Project are used

efficiently and for their intended purposes, and, (b) all financial

requirements and obligations (in particular, the Government regulations, rules

and guidelines, the Project Appraisal Document, and the World Bank Financial

Management) are observed. DESCRIPTION

Control, Reporting and Communication REQUIRED QUALIFICATIONS

AND EXPERIENCE: Qualifications: Bachelor's degree in finance, accounting, business, economics, or

commerce plus professional accounting qualifications (CA, CPA, ACCA,

CIMA). Master's degree will be an added

advantage. Experience:

At least seven (7) years of experience in

accounting and financial management. • Relevant knowledge of

International Public Sector Accounting Standard (IPSAS) and the International

Financial Reporting Standard (IFRS) desirable. • Knowledge of the Bank's accounting systems

preferable and/or experience with accounting systems with a compatible level of

complexity and high degree of integration. • Knowledge of/and skills in

applying work programming, budgeting and financial management tools and

techniques to support effective and efficient resource management andbusiness

planning. • Work experience in preparing

and monitoring budgets as well as experience in monitoring expenses relative to
