• This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB and other Regional News Papers.

• The Republic of South Sudan has received financing from the International Development Association (IDA) under the South Sudan Transitional Trust Fund (SSTTF) administered by the World Bank toward the costof financing various components under the South Sudan Rural Roads Project (SSRRP), and intends to apply part of the proceeds for the payment for the services of the Procurement Specialist.

• The Consultant in close collaboration with the Project Management team, will seek to maintain and improve a cost effective procurement system as well as conducting the procurement processes of the project with particular emphasis on preparing a pro-active strategy and action planfor timely project delivery in compliance with the Procurement Plan and in accordance with the Republic of South Sudan and World Bank Procurement Guidelines. Thisis due to the facts that, the sustainability of the Project will to alarge extent depend on an efficient procurement system.

• The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR) that will be provided upon written application (E-mail).

• The assignment will be for a period of twelve (12) months with a possibility of extension subject to performance.

• Selection Criteria: Theselection shall be conducted based on qualification and experience ofthe candidates and followed by an interview of the best three successful candidates. For details refer to TOR.

• The Project Management Team of the Ministry of Roads and bridges now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided upon submission of application (E-mail).

• The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest

• A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 - Selection of Individual Consultant.

• Interested Consultants may obtain further information at the address given below from 9:00 to 16:00 Hrs on the working days. (Monday through Friday)

• Expression of interest (EOI) must be delivered to the address below by February, 8th, 2013 at 14:00 Hrs. East African Standard Time.
