- Background:
The Government of the Republic of South Sudan (GoRSS) through the Ministry of Finance and Economic Planning (MoFEP) and the Ministry of Public Service and Human Resource Development (MoPS&HRD) has requested the World Bank to support the preparationand implementation of the Institutional Development and Capacity Building (IDCB) Project and received a Project Preparation Advance (PPA) towardsIDCBP. The objective of the project is to improve results orientation, core human resources development and public finance management capacities and functions in targeted central government ministries and agencies.
The MoLPS&HRD developed "Selection and Recruitment Manual in 2012" and "Civil Service Recruitment Board Regulations" in 2013. Due to organizational changes, there is need to review and update the documents to ensure that they are reflective of the prevailing institution and consistent with accepted standards and practice.
The MoLPS&HRD) is seeking to use a portion of the advance tofinance the position of a Human Resource Consultant to support the Ministry of Labour, Public Service and Human Resource Development (MoLPS&HRD) in reviewing and updating of the two documents
- Responsibilities and duties
The Human Resource Consultant will be expected to perform the following tasks:
- Reviewing the existing Recruitment Manual and Civil Service Recruitment Board Regulations and identifying areas that are covered or not covered with a view to ensuring that all essential areas are adequately addressed.
- Ensure participatory process in coming up with the revised documents; including consultations with representatives fromsub-national levels
- Discussing findings on the above with the ministry's Technical Committee and agreeing on the proposal or the way forward
- As appropriate, drafting new operational procedures that are not covered in the existing Recruitment Manual and Civil Service Recruitment Board Regulations documents; mindful of the need todevelop rules that are not overly complex and robust to use in a challenging environment
- Amending or re-writing the Recruitment Manual andCivil Service Recruitment Board Regulations documents
- Compiling the draft Recruitment Manual and Civil Service Recruitment Board Regulations documents and submitting them tothe Technical Committee for review and comments, amending/editing andproducing and submitting the final versions of the documents within the agreed time frame.
- Ensuring quality of work in terms of format and content, the language, clarity and simplicity and procedures conform tothe good practices.
- Duration of assignment:
The consultant will be expected to work for approximately 36 person days (of which at least 26 days should be spent in the country) spread over a period of two (2) months.
- Reporting:
The consultant will work closelywith the Technical Committee and report to the Advisor to the Minister, Ministry of Labour, Public Service and Human Resource Development.
- Selection Criteria:
The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills shall include:
A master's degree from a recognized University in Human Resource, Organization Development, Law or related fields with at least 10 years' experience in developing Human Resource Policies, Procedure Manualsand Regulations; working experience in South Sudan or a similar developing fragile country would be an added advantage.
Fluent in spoken and written English and good command of computer programs and applications are highlydesirable.
Qualified South Sudan nationals are encouraged to apply.
- Applicable Guidelines
