REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) The Gambia ELECTRICITY RESTORATION AND MODERNIZATION PROJECT Grant No.: D309-GM Assignment Title: ELECTRICTY SECTOR MASTERPLAN FOR THE GAMBIA Reference No. (as per Procurement Plan): GERMP/SERVICES/C3/10 Republic of the Gambia has received financing from the World Bank toward the cost of the Electricity Restoration and Modernization Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) overall objective is to develop a strategic Masterplan for the electricity sector of The Gambia, assessing current and future electricity demand—both supplied and suppressed—, and establishing the medium and long-term investments in generation, and T&D necessary to meet the forecast national electricity demand while meeting the specified reliability standards.

The Services include: ACTIVITY I—Demand estimation and forecast: ACTIVITY II—Solar mapping study and land banking exercise: ACTIVITY III—Gas-to-power options study: ACTIVITY IV—Imports analysis: ACTIVITY V—Least-cost power development plan (LCPDP): ACTIVITY VI—T&D Masterplan and universal access study: ACTIVITY VII—Financial model update: ACTIVITY VIII—Institutional arrangements ACTIVITY IX-Strategic roadmap: It is expected that the services will commence in the Summer of 2019 and will continue for approximately 9 months.

Estimated level of effort is 30 staff-months. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

National Water and Electricity Company now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: a) The firm awarded with this contract, and any staff participating in this assignment, will not be directly connected with the Power Sector in the Gambia or have any conflict of interest which may potentially bias their technical judgment in relation with the assignment.

The Client reserves the right to reject proposals from companies whose principal work is generation, transmission, distribution, or large-scale consumption and/or sale of electricity in these countries. Companies will include in their proposal either a comprehensive list of works in the power sector in the relevant countries in the last 5 years. b) The firm must have prior experience in the completion of at least 3 consultancies similar to this consultancy, carried out during the past 5 years. The Consultant should provide a list of such work and associated references. c) The firm should have experience in the region.

The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality-And-Cost Based Selection method set out in the Procurement Regulations.
