Background:

The Government of the Republic of the Gambia, under the World Bank (WB) Infrastructure Project has received an IDA Grant in an indicative amount equivalent to US$52.56 million available through The Gambia’s national IDA. The bank intends to apply a portion of this grant to eligible payments under a consultancy contract for the provision of Consultancy Services for the Development of an Electricity Tariff Methodology, Multi-Year Tariff (MYT) Model, and Distributed Generation Tariff Model.

The Central Project Coordination Unit – Ministry of Finance and Economic Affairs now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultant Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.:

  • At least 10 years of professional experience in electricity sector regulation, tariff methodology development, or utility financial modeling.
  • Demonstrated experience in developing or revising electricity tariff methodologies and multi-year tariff (MYT) frameworks for regulatory authorities or utilities.
  • Successful completion of at least three (3) similar assignments involving tariff reform, revenue requirement modeling, or regulatory framework development within the past ten years.
  • Experience working with public utilities, regulatory authorities, ministries of energy, or state-owned electricity utilities.
  • Regional and Contextual Experience
  • Capacity Building and Knowledge Transfer
  • Project Management Capacity

Key Staff

The consulting team should include:

  • Regulatory Economist / Team Leader
  • Utility Financial Specialist / Regulatory Finance Expert
  • Tariff Modeler / Financial Modeling Specialist
  • Renewable Energy & Distributed Generation Specialist

The attention of interested Consultant Firms are drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 1st, 2016, revised in November 2017, August 2018 January 2020, seventh edition March 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultant Firms may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant Firm will be selected in accordance with the Consultant’s Qualifications Selection (CQS) set out in the Procurement Regulations.
