The Republic of Djibouti has received financing in the amount of US$ 6 million equivalent from the International Development Association (IDA) and US$ 6.04million from the Global Environmental Facility Trust Fund toward the cost of the Geothermal Power Generation Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the African Development Bank, the OPEC Fund for International Development (OFID), the Agence Franaise de Dveloppement (AFD) and the Energy Sector Management Assistance Program (ESMAP).

The Project supports an exploratory well drilling program. Provided that the geothermal resource is provento be commercially viable for large-scale power generation, a follow on project will be undertaken to competitively offer the geothermal resource to the international Independent Power Producer market.

The project will include the following components:

Drilling Program: this component includesthe provision of works, goods and consultants' services for: (i) civil engineering preparatory works necessary for the execution of the drilling program (financed by AfDB); and (ii) execution of the drilling program (jointly co-financed by GEF, IDA and OFID); (iii) steel material needed during the execution of the drilling program; (financed by AFD) and (iv) for the inspection and testing of reservoir flow rates (financed by ESMAP).

Technical Assistance for the Drilling Program and Project Management (financed by AfDB) to: (i) design the drilling program and well test protocol by a geothermal consulting company; (ii) execute the well test protocol and ensure third party certification of the results of the drilling program; and (iii) preparation of a technical feasibility study for the geothermal power plant provided that the geothermal resource is suitable for power generation.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (January 2011 edition), and is open to all eligible bidders as defined in the guidelines.

Prequalification of contractors will be required for the drilling program to be performed by a drilling services company.

A specific procurement notice for prequalification of contractors to be selected under the World Bank's international competitive bidding (ICB) procedures will be announced shortly, as it becomes available, in UN Development Business on line
