The Intergovernmental Authority on Development (IGAD) has received financing in the amount of US$ 2.7 Million equivalent from the World Bank toward the cost of the Horn of Africa- Groundwater Initiative Project (HOA-GWI), and it intends to apply part of the proceeds to payments for goods and related services, [H1] , non-consulting services and consulting services to be procured under this project.

The project will include the following components: Component 1: Expanding the knowledge base on regional ground water resources; this component consists of: (i) technical studies to determine the availability, variability, and natural recharge of shallow groundwater and (ii) workshops to disseminate and validate the technical studies.

Component 2: Strengthening capacity in groundwater management in IGAD Member States: This component mainly consists of a program for capacity building to identify institutional needs and regional cooperation opportunities, particularly as they relate to groundwater and drought resilience and on transboundary cooperation

Component 3: Maximizing benefits of groundwater to strengthen resilience, and economic development: This component consists of: (i) the development of feasibility studies related to sectoral water needs and assessment of economically exploitable groundwater resources as a means to build resilience to drought; (ii) Environmental and Social Impact Assessments ; and (iii) development of safeguard related instruments.

Component 4: Project Management, Monitoring and Evaluation ;This component consists of: key consultancies to support Project implementation, provision of operating costs, and ICT equipment.

Procurement of goods, related services and consultancy services under this project includes, inter alia:

Goods: ICT equipment comprising of laptops, iPads, Desktop computers, printers, software, hard drives, licenses, etc.

Consultancies: consulting services including 3 feasibility studies on ground water balance and social economic benefits in addition to the recruitment of induvial consultants as technical experts to support Project implementation.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.[1] After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business , World Bank’s external website and IGAD website (www.igad.int ).

Prequalification of suppliers and contractors will not be required for the contracts under this project.
