FEDERAL GOVERNMENT OF SOMALIA MINISTRY OF FINANCE Invitation for Bids (IFB) Supply and Delivery of Solar powered Milk Cooling Fridge and Milk Storage Containers to Women Milk Retailers/ Vendors Purchaser: Ministry of Finance – Somalia Project: De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE) Contract title: Supply and Delivery of Solar powered milk cooling fridge and Milk Storage Containers to Women Milk Retailers/ Vendors Country: Federal Government of Somalia Project ID: P176517 RFB No: SO-MOF-474952-GO-RFB Issued on: 13th April 2025 • The Federal Government of Somalia has received a loan from the World Bank toward the cost of The De-risking, inclusion and value enhancement of pastoral economies in the horn of Africa (DRIVE) and it intends to apply part of the proceeds toward payment under the contract for Supply and Delivery of Solar powered milk cooling fridge and Milk Storage Containers to Women Milk Retailers/ Vendors. for this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. • The Ministry of Finance of Somalia now invites sealed Bids from eligible Bidders for Supply and Delivery of Solar powered milk cooling fridge and Milk Storage Containers to Women Milk Retailers/ Vendors • Bidding will be conducted through International Competitive Bidding using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following minimum qualification criteria • Bidder’s Financial Capability: The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): the average Annual Turnover in the last three years 2022, 2023 and 2024 to be not less than USD 400,000 (Five Hundred Thousand United States Dollars).. • Bidder’s Experience and Technical Capacity: During the past five (5) Years, the Bidder must have completed at least 2 (two) successful implementation with a contract of at least USD 600,000.00 each involving Goods in similar nature and complexity and Related Services under the Contract • Bidder’s Legal Requirements: The Bidder shall be legally registered in its country of origin. 4. Interested eligible Bidders may obtain further information from Ministry of Finance of Somalia, and inspect the bidding document during office hours 10am to 4pm Somalia local time at the address given below. A pre-bid telephone conference meeting will be held on 22nd Aprill 2025 at 11am in Somalia local time. 5. A complete set of bidding documents in English language will be provided upon request.
