Assignment Title: Hiring an institution to revise the Teachers' Management Policy in São Tomé and Príncipe and carry out training, certification in school leadership for managers and supervisors.

Reference No. 71/C/GEE/2023

The Government of São Tome and Principe has received financing from the World Bank toward the cost of the Girls Empowerment and Quality Education for All Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Hiring an institution to revise the Teachers' Management Policy in São Tomé and Príncipe and carry out training, certification in school leadership for managers and supervisors.

The services include:

  • To improve the Management Policy for Educators and Teachers in public schools of preschool education and basic and secondary education in São Tomé and Príncipe, respectively, with a focus on standards and processes for recruitment, development, allocation, evaluation, accountability and recognition for merit of the faculty, in order to raise the quality standards of public education with efficiency and equity;
  • Strengthen management and accountability in Pre-School Education Institutions and Basic and Secondary Education Institutions in São Tomé and Príncipe, through the implementation of a Policy for the Development of School Directors and Participatory Management of Schools.

AFAP (Projects Administrative and Fiduciary Agency) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • company-specific experience in line with the requested service ;
  • work carried out in similar or related projects financed by the World Bank or other multilateral agencies (European Union, AFDB, etc.);
  • and technical capacity and company management.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
